Provides that priority may be given to students in specified courses of study to participate in a pilot program to enhance the hiring of public university students by eligible nonprofit organizations. Provides for the reimbursement of eligible nonprofit organizations that participate in the pilot program up to 100 percent of the amount the organizations have paid in wages to participating students. Removes the requirement that eligible nonprofit organizations must have an annual budget of $5,000,000 or less. Declares an emergency, effective on passage.

Requires all candidates for partisan office and nonpartisan office, regardless of political party affiliation or nonaffiliation, to appear on the same unified primary election ballot, with the five candidates receiving the most votes advancing to the general election ballot. Exempts candidates for President and Vice President of the United States.

] Prohibits distributing, selling, attempting to sell or offering to sell flavored inhalant delivery system products or flavored tobacco products in this state , except from premises established as a store by the Oregon Liquor and Cannabis Commission and licensed by the Department of Revenue or authorized by a local government . Defines "flavored inhalant delivery system product" and "flavored tobacco product." Prohibits distributing, offering or providing, without compensation, any tobacco product or inhalant delivery system. Requires any sale of cigarettes, inhalant delivery systems or smokeless tobacco products to occur at licensed premises. Authorizes local governments to adopt regulations that are stricter than state law on the sale of inhalant delivery system products or tobacco products. Declares an emergency, effective on passage.

Requires the Land Conservation and Development Commission to update the statewide land use planning goal relating to "citizen involvement" by rule by [ June 30, 2027 ] June 30, 2029 . Requires the advisory committee appointed by the Department of Land Conservation and Development to provide the commission with draft recommendations by June 30, 2027. Establishes the Water Workforce Program in the Higher Education Coordinating Commission to support workforce development initiatives within the water workforce. Directs the commission to award grants to local workforce development boards to administer the program. Establishes an income tax credit for volunteer firefighters. Applies to tax years beginning on or after January 1, 2026, and before January 1, 2032. Takes effect on the 91st day following adjournment sine die.

Modifies the authority of the Department of Environmental Quality to enter into agreements with regulated entities to expedite or enhance a regulatory process. Directs the Environmental Quality Commission to establish standards to guide the department in the exercise of the department's authority. Takes effect on the 91st day following adjournment sine die.
