Designates February 12 of each year as Rogue River Trail of Tears Day. Requires State Parks and Recreation Department to study options for creating memorial to commemorate Rogue River Trail of Tears. Directs department to submit findings to interim committees of Legislative Assembly related to parks and recreation not later than September 15, 2024.

Proposes amendment to Oregon Constitution lowering voting age from 18 years of age to 16 years of age. Refers proposed amendment to people for their approval or rejection at next regular general election.

Establishes limits on campaign contributions that may be accepted by candidates and political committees. Requires political committee to identify as caucus, measure, multicandidate, political party, recall or small donor political committee. Prohibits person from controlling more than one of each committee. Authorizes Secretary of State and Attorney General to require return of contribution excess of limits and impose civil penalty up to 100 percent of total amount of contribution. Repeals Ballot Measure 47 (2006), currently held in abeyance, which establishes limits on political campaign contributions and independent expenditures on candidate races and establishes certain campaign finance disclosure requirements. Establishes Small Donor Elections Program to enable candidates for office of state Representative and state Senator to receive 6-to-1 match on small dollar donations. Limits matching funds. Allows resident taxpayers to designate contribution to Small Donor Elections Fund on income tax return form. Directs most election law penalties to Small Donor Elections Fund. Becomes operative on November 4, 2026. Refers Act to people for their approval or rejection at next regular general election. .

Creates Oregon Soil Health Initiative. Describes goals ] purpose of initiative. Describes responsibilities of state agencies and other entities participating in initiative. Directs Institute for Natural Resources to convene Soil Health Advisory Committee. ] Directs institute, in consultation with other entities, to develop Soil Health Roadmap. ] Takes effect on 91st day following adjournment sine die.

Prohibits use of public funds for out-of-state residential placement of students. Creates exceptions. Directs Department of Education to adopt rules. ] Authorizes school district to use public funds for out-of-state placement of students only if specified criteria are satisfied. Creates exceptions. Authorizes Department of Human Services to charge school district for licensing-related costs. Declares emergency, effective on passage.

Establishes factors to be considered when Superintendent of Public Instruction enters into contract with education service district or school district to provide educational services to youths in Youth Corrections Education Program or Juvenile Detention Education Program. Establishes Juvenile Justice Education Fund for purpose of paying for educational services provided to youths in Youth Corrections Education Program and Juvenile Detention Education Program. Directs Department of Education to establish target funding level for purpose of programs. Authorizes Department of Education to transfer moneys from Statewide Education Initiatives Account into Juvenile Justice Education Fund for purpose of meeting target funding level. Declares emergency, effective July 1, 2023.

Allows veterans to participate in Oregon Promise program if first enrolled in classes within 12 months after discharge from military. Permits veterans to participate in program without having to use GI Bill benefits or having program benefits reduced by amount received by GI Bill.

Removes requirement that amount of net proceeds from Oregon State Lottery allocated to County Fair Account not exceed $1.53 million annually. Allocates eight-tenths of one percent of net proceeds from lottery to County Fair Account and two-tenths of one percent of net proceeds from lottery to Horse Racing Account. Requires Oregon Business Development Department to prepare and report master plan for county fairground capital construction. Specifies content and procedural requirements for report. Appropriates moneys to department out of General Fund for consultant services related to report. Establishes Horse Racing Account separate and distinct from General Fund. Declares emergency, effective on passage.

Requires governing body of public education provider to develop professional learning requirements for persons in leadership positions of public education provider. Prescribes curriculum of professional learning requirements. Declares emergency, effective on passage.

Requires Oregon Health Authority to conduct study and develop recommendations for classification system for traumatic brain injuries and training for first responders and law enforcement in identifying symptoms of traumatic brain injuries, acquired brain injuries and post-traumatic stress syndrome and training on appropriate referrals for services and treatment. Sunsets January 2, 2025.
