Directs the Public Employees Retirement System to include information about the use of overtime hours in calculating the final average salary of a member of the system who is retiring. Takes effect on the 91st day following adjournment sine die.
Directs the Oregon Health Authority to provide information on the screening protocol for cytomegalovirus to hospitals and birthing centers. Requires the authority to establish by rule a newborn screening protocol for cytomegalovirus. Eliminates the requirement if cytomegalovirus is added to the newborn bloodspot screening panel. Takes effect on the 91st day following adjournment sine die.
Makes permanent the plan of assistance for low-income customers for telecommunication services. Renames the plan of assistance the Oregon Lifeline plan. Adds to the assistance provided to low-income customers a one-time personal computing device benefit for the purchase of an Internet-enabled computer and ancillary devices. Repeals the requirement but still permits the Public Utility Commission to use part of the surcharge assessed on retail telecommunications subscribers for marketing and outreach activities to increase participation in the plan of assistance. Repeals the Oregon Telephone Assistance Program Advisory Committee. Directs the commission to adopt rules to carry out the provisions of the Act not later than December 1, 2026. Declares an emergency, effective on passage.
Authorizes the State Forestry Department to take certain actions related to motor vehicles and other equipment used by the department. Instructs and authorizes the department to take certain actions related to rangeland protection associations. Establishes the Rangeland Protection Association Fund. Appropriates moneys to the fund and establishes an expenditure limitation for the fund. Makes certain changes related to the authority of the State Forester to assist rangeland protection associations. Authorizes the State Forester and forest protection associations to acquire or dispose of goods, services or equipment for the prevention, mitigation or suppression of fire on forestland. Declares an emergency, effective on passage.
Changes the name of the Family Sentencing Alternative Pilot Program to the Family Sentencing Alternative Program. Makes the program permanent. Modifies eligibility requirements for the program to include all sentences for which a defendant is eligible for a downward dispositional departure. Declares an emergency, effective on passage.
Modifies the requirements for the Senior Emergency Medical Services Innovation Program. Extends sunsets for the program and the prohibition on local government regulation of long term care facilities and residential care facilities. Takes effect on the 91st day following adjournment sine die.
] [ Requires the Legislative Revenue Officer to study the revenue of rural fire protection districts in this state. Directs the officer to submit a report to the interim committees of the Legislative Assembly related to revenue no later than September 15, 2026. ] Requires the Department of the State Fire Marshal to establish an advisory committee to advise the department on funding for rural fire protection districts. Directs the advisory committee to conduct a review of specified topics and develop recommendations for funding rural fire protection districts to ensure adequate and sustainable services. Requires the advisory committee to report to the Legislative Assembly on or before December 31, 2026. Sunsets on January 2, 2027. Declares an emergency, effective on passage.
Requires certain health insurance providers to ensure that coverage for a nonopioid prescription drug is available as an alternative for an opioid prescription drug and to use the same utilization review requirements and cost-sharing provisions for opioid and nonopioid drugs when they are prescribed for the same treatment. Requires the Pharmacy and Therapeutics Committee to include nonopioid prescription drug alternatives to opioid prescription drugs with the same utilization review requirements when making recommendations to the Oregon Health Authority for the preferred drug list and Practitioner-Managed Prescription Drug Plan.
] Prohibits willfully selling or using software that is designed to circumvent, thwart, interfere with or evade a control or measure, including a security measure or an access control system, that an operator, ticket seller or reseller establishes or uses to ensure an equitable distribution, sale or resale of admission tickets for an entertainment event, including a public or private presale of admission tickets. [ Prohibits a person from offering or selling an admission ticket to a retail purchaser unless the person discloses the initial price and total price of the admission ticket before requiring the purchaser to provide payment information. Requires the seller to make additional disclosures. ] Prohibits a person from willfully using, without prior authorization, an Internet domain name or subdomain name that names a venue, names an entertainment event or a person that is scheduled to appear or perform at the entertainment event or is substantially similar to the name of the venue, of the entertainment event or the person or entity that is scheduled to appear or perform at the entertainment event. Prohibits a person from publishing or causing another person to publish a website that has or uses text, images, graphics, a design or other material that is so substantially similar to the intellectual property of an operator or venue as to mislead a reasonable visitor to the website into believing that the website is affiliated with the operator or venue . [ Prohibits a reseller from selling or offering for resale an admission ticket unless the reseller has actual or constructive possession of the admission ticket and makes certain disclosures before completing the sale. ] Punishes violations of the Act as an unlawful practice under the Unlawful Trade Practices Act.
Establishes a community-based perinatal services access program to increase access to culturally specific and culturally competent community-based services during the perinatal period. Expands coverage in the medical assistance program and under health insurance policies for services provided by doulas, lactation counselors and lactation educators. Directs the Health Licensing Office to adopt rules to regulate the practice of lactation counselors and lactation educators.
