Rep. Dacia Grayber

Directs Public Utility Commission to require person or municipality that manages, operates, owns or control pipeline facilities for transmission or distribution of hazardous substance or material by pipeline to mail residences within 500 feet of pipeline annual notice with certain information and, in event of pipeline leak, to provide update on efforts to fix pipeline leak and mitigate spillage every 24 hours and, when pipeline leak is fixed, to update on cleanup efforts every seven days.

Directs Oregon Health Authority ] Department of Human Services to develop and implement grant program to support ] provide grants, support and technical assistance for resilience hubs and networks in Oregon.

Prohibits seller from selling or leasing motor vehicle if sale or lease is contingent upon lender's agreement to purchase retail installment contract or lease agreement. Provides that if seller sells retail installment contract or lease agreement to lender, lender must provide final approval of funding within 14 days after buyer takes possession of motor vehicle. Provides that if lender does not agree to buy retail installment contract or lease agreement or agrees to buy on terms other than exact terms that seller and buyer agreed to, seller must retain retail installment contract or lease agreement, must notify buyer of seller's retention and may not thereafter sell, assign, transfer or delegate any of the benefits, duties or obligations of the contract or agreement. Provides that seller's failure to comply with provisions of Act deprives seller of right to collect payment due under contract or agreement and right to repossess motor vehicle.

Directs State Forestry Department to establish by rule ] Prescribed Fire Capacity Grant Program. Establishes Prescribed Fire Capacity Fund in State Treasury, separate and distinct from General Fund, to fund program. Appropriates moneys to department out of General Fund for deposit into Prescribed Fire Capacity Fund. Sunsets January 2, 2029. Declares emergency, effective on passage.

Requires Portland State University, subject to sufficient moneys being appropriated, to enhance state's capacity to educate public mental health and addiction treatment providers by July 1, 2028, by materially increasing number of graduates from relevant degree programs. Appropriates moneys to Higher Education Coordinating Commission for allocation to Portland State University. Declares emergency, effective on July 1, 2023.

Authorizes issuance of general obligation bonds under Article XI-Q of Oregon Constitution for emergency preparedness equipment grant program. Takes effect on 91st day following adjournment sine die.

Allows motorcycle operator to travel between lanes of traffic under certain conditions.

Urges Congress to pass Medicare Multi-Cancer Early Detection Screening Coverage Act or similar legislation.

Requires Oregon Liquor and Cannabis Commission to require applicant for cannabis-related license or license renewal to submit signed attestation that applicant will refrain from interfering with labor organizing efforts or submit attestation that applicant and labor organization that is certified to represent employees of applicant have entered into and will abide by terms of labor peace agreement.

Expands duties of State Resilience Officer.
