Establishes the Disabled Veterans Assistance Fund. Requires the Department of Veterans' Affairs to provide grants to disabled veterans for accessibility resources at residences inhabited by the veteran if the residence is owned by the veteran or a family member of the veteran. Takes effect on the 91st day following adjournment sine die.

Requires the Bureau of Labor and Industries to study issues related to safeguarding protected labor relations activities. Directs the bureau to submit findings to the interim committees of the Legislative Assembly related to business and labor no later than September 15, 2026. Sunsets on January 2, 2027.

Directs specified state agencies to evaluate whether financial participation in the CORE3 center is advisable. Directs the Oregon Department of Administrative Services to issue a grant for the CORE3 center.
