Requires that, to extent provided by Oregon Liquor Control Commission rules, if appellation of origin on wine label is American viticultural area in Oregon that is in larger American viticultural area, label must also identify larger American viticultural area. Requires commission to make requirement applicable by rule within Willamette Valley viticultural area. Prohibits use of American viticultural area on wine label in manner resembling brand. Creates exception. Applies to wine labeled on or after January 1, 2023. Requires commission to appoint advisory committee. Sunsets advisory committee January 2, 2024. Requires commission to adopt rules establishing penalty schedule for labeling requirement. Requires adoption of initial rules in time to take effect January 1, 2023. Repeals rule adoption requirement January 2, 2024. Requires commission to report to interim committee of Legislative Assembly no later than September 15, 2020, regarding advisory committee recommendations and status of commission rule adoption proceedings. Takes effect on 91st day following adjournment sine die.

Enacts Interstate Compact for Agreement Among the States to Elect the President by National Popular Vote.
Modifies allowed and prohibited uses of restraint of students by public education programs. Prescribes reporting requirements for use of restraint or seclusion. Declares emergency, effective July 1, 2019.
Increases maximum penalty for certain wildlife law offenses committed without culpable mental state to $2,000 fine. Increases maximum penalty for certain wildlife law offenses committed intentionally, knowingly or recklessly to five years' incarceration, $125,000 fine, or both. Adds type of offense to be included in preference point or reward program for reporting violation of wildlife laws.
Exempts graduate students at public universities who qualify for tuition equity from having to pay nonresident tuition. Declares emergency, effective on passage.
Prohibits food vendor from using polystyrene container in selling, offering for sale, serving or dispensing prepared food to public. Provides exception if food vendor ensures that polystyrene container is used only on premises of food vendor and that polystyrene containers used on premises of food vendor are delivered to facility for recycling, processing or conversion into new product. Takes effect January 1, 2021.
Limits guardian's authority to limit protected person's preferred associations with third parties. Permits interested person to move court to review guardian's power to limit protected person's associations and requires court to conduct hearing . Permits court to remove guardian for unreasonably limiting protected person's associations or failing to perform certain duties. Requires guardian to utilize substituted judgment standard for making decisions on behalf of protected person. Permits guardian to utilize best interest standard if guardian is unable to determine protected person's preferences.
Adds Department of Education employees, school district board members and public charter school governing body members to list of mandatory reporters of child abuse.
