Honors Oregon's working dogs.

Exempts from taxation amounts received from sale of real property to housing authority or community development corporation. Applies to tax years beginning on or after January 1, 2020, and before January 1, 2023. Takes effect on 91st day following adjournment sine die.

Creates offense of misrepresenting dog as service dog. Makes first or second offense within five-year period punishable by fine of not less than $500 and not more than $750. Makes third or subsequent offense within five-year period punishable by not more than 30 days' imprisonment, $1,250 fine, or both.

Establishes Task Force on Forest Health Enhancement to design program for carrying out ] develop recommendations for certain forest-related activities. Requires task force to make every effort to report recommendations to interim ] committee of Legislative Assembly related to natural resources no later than September 15, 2020 ] by date of convening of 2020 regular session of Legislative Assembly, or as soon as possible . Sunsets task force December 31, 2020. Takes effect on 91st day following adjournment sine die. ] Declares emergency, effective on passage.

Lowers age under which person is required to wear protective headgear while operating motor assisted scooter.

Directs Director of Transportation to require each region described in Act to conduct jurisdictional transfer evaluation and present report on evaluations to Joint Committee on Transportation no later than September 15, 2020. Sunsets January 2, 2021. Establishes Oregon Highway Jurisdictional Transfer Fund for purpose of paying costs to upgrade and transfer jurisdiction of highways. Takes effect on 91st day following adjournment sine die.

Requires incarceration facilities to provide tampons, sanitary napkins and undergarments to female persons in custody at no charge. Requires local correctional facilities to maintain barrier between male and female confined detainees and prisoners. Imposes restrictions on restraint of pregnant persons in custody. Requires release of certain pregnant persons to participate in residential substance abuse treatment program. Allows deduction from term of sentence for days of participation in substance abuse treatment program and certain acts of extraordinary merit.

Appropriates moneys from General Fund to Oregon Department of Administrative Services for distribution to Beaverton Hoop YMCA for purpose of purchasing property and opening and operating child development center. Declares emergency, effective July 1, 2019.

Requires manufacturer to disclose in any advertisement for prescription drug wholesale price in Oregon of prescription drug. Imposes civil penalty for violation of requirement.

Lists specified types of expenditures that are definitively considered to be made in coordination with candidates for purposes of determining whether expenditure is considered independent expenditure. Amends definition of "communication in support of or in opposition to a clearly identified candidate or measure" with respect to independent expenditures to explicitly adopt federal reasonable person standard. Lowers threshold for required filing of statement of independent expenditures to $250 per calendar year and requires statement to be filed within seven days after expenditure is made. Increases penalties from 10 percent to, depending on amount of contribution or expenditure, 20 percent or 40 percent of total amount of contribution or expenditure for failure to file required statements or certificates, for failure to include required information in statements or certificates, for incorrectly identifying expenditure as independent expenditure and for failing to timely file accurate statements for in-kind contributions. Requires person making independent expenditures of more than $250 in calendar year to maintain detailed accounts that are current not later than seven days after triggering required report. Requires account records to be kept for at least two years.
