Requires correctional facilities to provide tampons, sanitary pads, postpartum pads and panty liners to certain incarcerated persons at no cost.
Requires retail or hospital pharmacy to provide written notice in conspicuous manner of availability of naloxone at pharmacy. Allows pharmacist, upon being presented with prescription for opiate or opioid of specified strength, to offer to prescribe and provide naloxone kit. Removes requirement for written approval by parole or probation officer for administration of synthetic opiate as treatment for opiate addiction if requirements of statute are met. Allows county or local public health authority to waive siting restrictions on methadone clinics to extent necessary to remove unreasonable barriers to patients' access to treatment. Requires monitoring of naloxone equivalents by prescription drug monitoring program. ] Permits Oregon Health Authority to identify by rule other drugs that are subject to monitoring under prescription drug monitoring program. Removes requirement for pharmacy to report name, address, phone number, date of birth and sex of patient for whom naloxone was prescribed. Allows pharmacy, health care professional or pharmacist to distribute multiple naloxone kits to social service agencies or other persons who work with individuals who have experienced opiate overdose and allows subsequent distribution to individual likely to experience opiate overdose or family member of individual. Permits Oregon Health Authority to review prescription monitoring information of individual who dies from drug overdose. Takes effect on 91st day following adjournment sine die.
Requires nonprofit hospitals and their nonprofit affiliated clinics to establish financial assistance policies meeting specified criteria, including reducing charges to low-income patients. Establishes consumer rights with respect to billing and charges for services provided by nonprofit hospitals and their nonprofit affiliated clinics. Requires hospital to post certain information on website, including information regarding its community health needs assessment and three-year strategy to address health care needs of community. Requires Oregon Health Authority to establish community benefit spending floor for hospitals and affiliated clinics. Specifies process for setting community benefit spending floor and factors to be considered. Requires hospital to annually report to authority specified information regarding hospital, its health care facilities and its affiliated clinics. Prohibits insurer from prohibiting hospital from waiving all or part of copayments or deductibles as condition of reimbursement for services under policy or certificate of insurance.
Requires public employer to grant reasonable paid time to public employee who is designated representative to engage in certain activities. Requires public employer, upon request by exclusive representative, to authorize release time to designated representative of exclusive representative. Authorizes public employer and exclusive representative to negotiate and enter into agreements regarding release time. Entitles designated representative to be restored to same position after conclusion of release time. Requires public employer to provide exclusive representative reasonable access to employees in appropriate bargaining unit. Requires employers to provide employee contact information to exclusive representative within certain time limits. Permits public employer to deduct dues, fees and assessments from salary and wages of public employee who has authorized deduction. Requires employer to pay amounts deducted to labor organization. Expands definition of "employment relations" to include labor organization access to represented employees. Makes certain activities, related to labor organization, ] attempts to influence employee to resign from or decline membership , use of employer's electronic mail to discourage membership ] in labor organization or to discourage authorization of deduction for payment to labor organization, ] and employer's encouragement of employee to revoke authorization of deduction for payment to labor organization and provision of certain personally identifiable information about public employees within bargaining unit to entity other than exclusive representative, ] unfair labor practices.
Directs State Board of Pharmacy to adopt rules to require that prescription drugs for specified persons ] be labeled or dispensed with informational insert ] in English and other language upon request of practitioner, patient or patient representative . Specifies languages other than English to be used on label and insert and allows board to require additional languages. ] Allows board to determine prescription drugs for which additional informational insert in English and other language may be included. Requires that labels and informational inserts be available in at least 14 languages other than English. Directs board to update available languages at least once every 10 years. Exempts institutional drug outlets from requirements. Directs board to adopt rules to require pharmacy to post signage regarding patients' right to free, competent oral interpretation and translation services. Becomes operative January 1, 2021. Takes effect on 91st day following adjournment sine die.
Prohibits retail establishments from providing single-use checkout bags to customers, except in certain cases. Prohibits restaurants from providing single-use checkout bags to customers. Requires retail establishments to charge not less than five cents each for recycled paper checkout bags, reusable fabric checkout bags or reusable plastic checkout bags provided to customers, except in certain circumstances. Requires restaurants to charge not less than five cents each for reusable plastic checkout bags provided to customers, except in certain cases. Establishes certain preemptive restrictions on local governments. Requires Department of Environmental Quality to report on certain impacts. Punishes violations by maximum fine of $250 per violation. Repeals statute requiring retail establishments that offer plastic bags to customers to also offer paper bags.

Prohibits Public Employees' Benefit Board and Oregon Educators Benefit Board from contracting with mental health providers, directly or through third party administrator, for payment or reimbursement of claims for mental health care provided to public employees unless mental health provider accepts patients who receive medical assistance. Requires boards to report to Legislative Assembly by February 1, 2021. Sunsets January 2, 2022.
