Makes counties approve applications to site renewable energy facilities filed before June 1, 2025, without applying the statewide land use planning goal related to agricultural use. Sunsets January 2, 2028. Declares an emergency, effective on passage.
Modifies the meaning of "sexually explicit conduct" for certain crimes involving children. Directs the Oregon Criminal Justice Commission to classify invasion of personal privacy in the first degree as a crime category 8 on the sentencing guidelines grid when the victim is a minor. Takes effect on the 91st day following adjournment sine die.
Imposes additional personal income tax. Adjusts the rate of the tax annually for inflation. Transfers the proceeds of the new income tax, less the amount of the new income tax credits allowed to taxpayers, to the State Wildlife Fund. Directs specific percentages of the proceeds to various programs of the State Department of Fish and Wildlife. Applies to tax years beginning on or after January 1, 2026. Creates a credit against personal income taxes for the purchase of a license, tag or permit under the wildlife laws. Applies to tax years beginning on or after January 1, 2026, and before January 1, 2032. Takes effect on the 91st day following adjournment sine die.
Creates a state and federal grants coordinator position in the Regional Solutions Program. Directs the coordinator to identify barriers that communities face in applying for and managing state and federal funding. Allocates lottery funds to provide matches for federal funds available through the Federal Readiness and Leverage Fund. Declares an emergency, effective on passage.
Directs the Commission on Indian Services to employ a natural resources management tribal liaison officer to facilitate opportunities for integrated natural resources management between Indian tribes and state agencies with natural resources management duties. Appropriates moneys to fund the work of the liaison officer. Declares an emergency, effective on July 1, 2025.
