Requires State Department of Fish and Wildlife to conduct study regarding potential benchmarks for designation and protection of wildlife corridors. Requires department to report study findings and recommendations to interim committee of Legislative Assembly no later than September 15, 2021.
Prohibits sale, purchase or use of pesticide chlorpyrifos. Requires State Department of Agriculture to place pesticide products containing neonicotinoid on list of restricted-use pesticides. Amends pesticide product registration fee provision. Reduces maximum fee for certain occupational licenses related to pesticides.
Provides that banking institutions and credit unions may organize as limited charter cannabis financial institutions. Requires limited charter cannabis financial institutions to adopt policies and practices allowing them to comply with certain federal law. Prohibits such institutions from transacting business with financial institutions other than limited charter cannabis financial institutions. Prohibits limited charter cannabis financial institutions from offering checking services other than issuance of special purpose checks that may be used only for specified purposes. Prohibits limited charter cannabis financial institutions from investing assets except for certain specified investments. Requires Director of Department of Consumer and Business Services to adopt rules to carry out provisions of Act and to ensure safe and sound operation of limited charter cannabis financial institutions. Authorizes director to limit powers of such institutions.
Requires that , to extent provided in Oregon Liquor Control Commission rules, wine using American viticultural area in this state as appellation of origin or implying American viticultural area as source be produced entirely from grapes grown in that American viticultural area. Creates exception. Authorizes Oregon Liquor Control ] commission to grant variance or temporary exemption for specified cause and to exempt American viticultural areas from requirement ]. Applies to wine labeled on or after January 1, 2023 ] 2030 . Eliminates most variance authority for wines bottled on or after January 1, 2035. Requires commission to appoint advisory committee. Sunsets advisory committee January 2, 2023 ] 2030 . Requires commission to adopt rules establishing penalty schedule for labeling requirement. Requires adoption of initial rules in time to take effect January 1, 2023 ] 2030 . Repeals rule adoption requirement January 2, 2023 ] 2030 . Requires commission to report to interim committee of Legislative Assembly no later than September 15, 2020, regarding advisory committee recommendations and status of commission rule adoption proceedings. Requires residential seller's property disclosure statement to include whether sewer scope was performed.
Allows owner of reservoir located on specified property within Big Butte Creek drainage area to register reservoir with Water Resources Department. Establishes application and qualification deadlines. Exempts registered reservoir from water right permit and water right certificate requirements. Prohibits diversion or other uses of reservoir water. Makes reservoir use subservient to water rights. Requires property owner to measure and report flows into and out of reservoir. Requires department to order removal of reservoir if not registered. Requires department to cancel registration and order removal of reservoir if reservoir ceases to meet requirements.
Appropriates moneys from General Fund to Oregon Watershed Enhancement Board for purposes related to programs for grants from Oregon Agricultural Heritage Fund. Declares emergency, effective July 1, 2019.
Directs State Department of Fish and Wildlife to adopt by rule and administer program for authorizing voluntary projects for stream restoration and habitat improvement through construction of environmental restoration weirs. Exempts voluntary projects authorized under program from removal-fill permit and fish passage requirements. Authorizes department to require fish passage as part of authorized voluntary project in certain circumstances. Provides that certain riparian work as part of authorized voluntary project is not subject to riparian management requirements under Oregon Forest Practices Act. Requires department to adopt rules establishing program in time for rules to become operative no later than one year after effective date of this Act. Requires department to submit, no later than September 15, 2028, report to Legislative Assembly on environmental and economic impacts of program. Declares emergency, effective on passage.
