Deletes provision requiring Oregon Educators Benefit Board to use payment methodologies in self-insured health benefit plans offered by board that are designed to limit growth in per-member expenditures for health services to no more than 3.4 percent per year. Deletes provision requiring Oregon Educators Benefit Board to adopt policies and practices designed to limit annual increase in premium amounts paid for contracted health benefit plans to 3.4 percent. Requires eight percent of electricity sold in this state by each electric company that makes sales to 25,000 or more retail electricity consumers to be generated by small-scale renewable energy facilities or certain biomass facilities. Increases, to 100 average megawatts of electricity per year, amount of electricity generated by certified low-impact hydroelectric facilities that may be used to comply with renewable portfolio standards. Allows renewable energy certificates issued at any time for electricity generated by certified low-impact hydroelectric facility to be banked and carried forward indefinitely. Establishes, for purposes of public utilities that provide electric power to consumers in this state, additional standards for purchase of energy or energy and capacity from qualifying facilities. Allows person injured by certain violations by public utility related to purchase and sale of energy or energy and capacity to recover treble damages from public utility. Declares jurisdiction of Public Utility Commission over certain matters related to qualifying facilities. ].
Declares water right for stored water to be water use subject to transfer. Makes process for transfer of water ] changing type of use applicable to qualifying right to store ] water right subject to transfer for stored water. Ratifies and declares valid past changes to type of use under water rights for stored water that have been approved and have become final. Standardizes terminology. Declares emergency, effective on passage.
Creates tax credit for workers at child care facilities rated three stars or higher with quality rating and improvement system. Applies to tax years beginning on or after January 1, 2020, and before January 1, 2026. Takes effect on 91st day following adjournment sine die.

Requires Land Conservation and Development Commission to amend statewide land use planning goals related to energy conservation to incorporate development of renewable energy facilities and reduction of greenhouse gas emissions and to match state energy policies. Requires commission to provide report on progress to interim committees of Legislative Assembly no later than December 31, 2020. Appropriates moneys to Department of Land Conservation and Development for purpose of administering and implementing Act. Declares emergency, effective on July 1, 2019.
Directs Department of Human Services to conduct annual in-person case planning with ward 14 years of age or older during which department informs ward that ward is eligible for transition services and provides ward with assistance in applying for ] accessing transition services, if applicable. Directs department to submit annual report on data relating to transition services for wards. Directs department to submit initial report no later than September 15, 2020. ] Appropriates moneys from General Fund to department for provision of transition services to wards.
