Prohibits a syringe service program from operating a mobile or temporary location within 2,000 feet of a school or licensed child care facility. Defines "syringe service program." Provides that any person may bring a cause of action for damages against a syringe service program operating in violation of the prohibition.

Establishes the Behavioral Health and Deflection Committee within the Oregon Criminal Justice Commission. Directs the committee to administer grant programs for Behavioral Health Resource Networks and deflection programs. Transfers the duties of the Oversight and Accountability Council to the committee.

Authorizes a county with a population of 700,000 or more to, by ordinance, identify zones within the county where the Department of Transportation has estimated that median household income is less than $____ and to reduce or eliminate county registration fees within those zones. Authorizes a county with a population of 700,000 or more to establish a regional allocation plan and allocate county registration fee revenues derived from sub-areas identified in the plan to specific transportation projects within those sub-areas. Requires counties that adopt fee reduction or elimination ordinances or regional allocation plans to annually report to affected cities and to the Legislative Assembly on specified effects of these decisions. Takes effect on the 91st day following adjournment sine die.

Requires the Department of Human Services to provide replacement supplemental nutrition assistance benefits if a recipient's benefits are stolen through electronic theft. Requires the Department of Human Services to report to the Legislative Assembly about underutilization of the temporary assistance for needy families program. Requires the Oregon Health Authority to report to the Legislative Assembly about underutilization of the Women, Infants and Children Program. Requires the Hunger Task Force to study food wasted by grocery stores, farms and schools and submit a report to the Legislative Assembly. Sunsets January 2, 2028. Requires the Hunger Task Force to study food deserts and programs that provide food in this state and submit a report to the Legislative Assembly. Sunsets January 2, 2028.
