Relating to the possession of firearms in certain public areas.

Authorizes governing bodies of certain public entities that own or control public building to adopt policy, ordinance or regulation or precluding affirmative defense for possession of firearms in public building and adjacent grounds by concealed handgun licensees. Provides that in prosecution for possession of firearm in building or on grounds subject to such policy, ordinance or regulation, concealed handgun licensee affirmative defense is not complete defense, but results in Class A misdemeanor conviction punishable by 364 days' imprisonment, $6,250 fine, or both.

Relating to health care; prescribing an effective date.

Directs Oregon Health Authority to disburse to Oregon Health and Science University funds to support entity established within Oregon Health and Science University that advocates for improved maternal and neonatal outcomes. Takes effect on 91st day following adjournment sine die.

Relating to encouragement of reading in young children; declaring an emergency.

Directs Department of Early Learning and Care to develop, implement and administer Oregon Imagination Library Project to improve reading proficiency and high school graduation rates by providing enrolled children with one age-appropriate book per child each month. ] Establishes Imagination Library of Oregon Program to provide free book each month to eligible children, encourage children to develop love of reading and learning, and improve third-grade reading proficiency and high school graduation rates. Directs Department of Early Learning and Care to implement program. Establishes Oregon Imagination Library Account within Department of Early Learning and Care Fund for purposes of funding project ] program . Declares emergency, effective July 1, 2023.

Relating to protections for warehouse workers.

Requires Bureau of Labor and Industries to study issues related to working conditions of warehouse workers. Directs bureau to submit findings to interim committees of Legislative Assembly related to business and labor not later than September 15, 2024.

Relating to a right to repair consumer electronic equipment; prescribing an effective date.

Requires original equipment manufacturer to make available to owner of consumer electronic equipment or independent repair provider on fair and reasonable terms any documentation, tool, part or other device or implement that original equipment manufacturer makes available to authorized service provider for purpose of diagnosing, maintaining or repairing consumer electronic equipment. Provides that person who suffers ascertainable loss of money or property has right to bring action to seek order requiring compliance with provisions of Act. Takes effect on 91st day following adjournment sine die.

Relating to funding of school meals; declaring an emergency.

Establishes Universal School Meal Account for purpose of reimbursing school districts for certain costs incurred in providing federally reimbursable meals. Provides for prioritization of distributions if funds are insufficient to make reimbursements. Declares emergency, effective July 1, 2023.

Relating to payment of travel for telecommuting state workers.

Prohibits state from paying costs of travel to or from Oregon for employee in state service who telecommutes from principal worksite more than 60 miles outside this state , unless collective bargaining agreement provides otherwise or essential requirements of position make it necessary for employee to telecommute from outside this state .

Relating to human trafficking.

Modifies crimes related to involuntary servitude and human trafficking. Establishes affirmative defense for human trafficking victims. Directs Oregon Criminal Justice Commission to classify subjecting another person to involuntary servitude crimes as specified crime categories when victim was under 18 years of age at time of offense. Provides that certain evidence concerning victim of human trafficking involving involuntary servitude is not admissible. Extends statute of limitations for civil action based on violation of conduct constituting involuntary servitude or human trafficking. Requires alcohol service permittee to report suspected human trafficking on licensed premises. Directs Board on Public Safety Standards and Training to include human trafficking investigation training in minimum training required for basic police officer certification. Directs Department of Justice to develop training for certain state agencies concerning human trafficking awareness and prevention. Requires employees designated by specified agencies to annually complete training.
