Relating to public procurement modernization; prescribing an effective date.

Establishes Task Force on Public Procurement Modernization. Specifies membership of task force. Requires task force to thoroughly examine state's public procurement processes and practices, compare state's processes and practices with best processes and practices from other states, evaluate innovative methods and technologies for conducting public procurements and make recommendations for any needed changes to state's public procurement processes and practices that will improve public procurement system while adhering to state's policies with respect to sound and responsive public contracting system. Sunsets December 31, 2024. Takes effect on 91st day following adjournment sine die.

Relating to local journalism.

Creates tax credit for contributions to publisher of local journalistic publication. ] Applies to tax years beginning on or after January 1, 2024, and before January 1, 2028. ] Directs Oregon Department of Administrative Services to issue one-time ] grants for purposes related to supporting Oregonians' local news and information needs ] to specified recipients . Directs recipients to convene work group to carry out specified duties related to local journalism. Sunsets January 2, 2026.

Relating to participation in Oregon Promise program by veterans.

Allows veterans to participate in Oregon Promise program if first enrolled in classes within 12 months after discharge from military. Permits veterans to participate in program without having to use GI Bill benefits or having program benefits reduced by amount received by GI Bill.

Relating to legislative oversight of executive branch actions; prescribing an effective date.

Establishes Legislative Oversight and Accountability Committee and directs committee to select Legislative Oversight and Accountability Director. Sets forth duties of director, including investigating, reviewing activities of and oversight of executive branch agencies, taking in and investigating complaints of members of public concerning executive branch agency programs, conducting performance audits of executive branch agencies and reporting to committee on work undertaken by director. Provides that duties director must perform become operative January 1, 2024. Takes effect on 91st day following adjournment sine die.

Relating to public assistance; declaring an emergency.

Establishes Food for All Oregonians Program in Department of Human Services to provide nutrition assistance to residents of this state who would qualify for federal Supplemental Nutrition Assistance Program but for immigration status or lack of Social Security number . Requires department to implement program by January 1, 2025, and Oregon Health Authority to conduct statewide outreach, education and engagement to maximize enrollment in program. Requires Department of Human Services to convene advisory group to recommend metrics to evaluate success of department in treating all applicants for and recipients of public assistance in welcoming manner and with respect, courtesy, fairness and dignity. Declares emergency, effective on passage.

Relating to encouragement of reading in young children; declaring an emergency.

Directs Department of Early Learning and Care to develop, implement and administer Oregon Imagination Library Project to improve reading proficiency and high school graduation rates by providing enrolled children with one age-appropriate book per child each month. Establishes Oregon Imagination Library Account within Early Learning Division Fund for purposes of funding project. Declares emergency, effective July 1, 2023.
