Establishes Local Government Technical Assistance Program within Housing and Community Services Department. Requires program to provide assistance to ] department and Department of Land Conservation and Development to enter into intergovernmental agreement with League of Oregon Cities and Association of Oregon Counties to develop regional housing and development staff ] work plans to assist cities and counties ] local governments in providing needed housing. Appropriates funds for program to department ] Housing and Community Services Department . Declares emergency, effective on passage.

Appropriates moneys from General Fund to Department of Human Services to administer general assistance project. Takes effect on 91st day following adjournment sine die.

Extends time for filing of estate tax return as applicable to estate owing no federal estate tax. ] Sets uniform time for filing of estate tax return. Applies to estates of decedents dying on or after January 1, 2020. Takes effect on 91st day following adjournment sine die.

Exempts receipts from sales of certain agricultural products from commercial activity subject to corporate activity tax. Takes effect on 91st day following adjournment sine die.

Prohibits commercial sale of health information by covered entity, business associate, subcontractor, as defined by Health Insurance Portability and Accountability Act of 1996, or other third party, without authorization of individual whose health information would be included in sale. Makes violation of prohibition unlawful practice. ] Becomes operative January 1, 2021. ] Establishes Task Force on Protecting Health Information. Specifies membership and duties. Requires task force to report to interim committees of Legislative Assembly related to judiciary by December 1, 2019. Declares emergency, effective on passage.

Establishes Oregon Youth Aging Out of Foster Care Task Force. Requires task force to develop recommendations for housing and shelter for youth aging out of foster care. Requires task force to submit report to Legislative Assembly by September 15, 2020. Sunsets task force on December 31, 2020. Amends policy of Housing and Community Services Department to require consideration of youth aging out of foster care. Declares emergency, effective on passage.

Increases number of adults permitted to reside in adult foster home from five to seven. ] Requires Department of Human Services to administer four-year pilot program to allow adult foster homes meeting specified requirements to care for up to seven residents. Requires Long Term Care Ombudsman to take steps to ensure that residents in adult foster homes participating in pilot program are aware of availability of Long Term Care Ombudsman services. Requires department to track and compile data on participating adult foster homes and, no later than September 15, 2022, to report results of pilot program to interim committees of Legislative Assembly related to health.

Directs State Court Administrator to implement education program for state judges that focuses on issues that arise in international custody disputes.

Exempts retired member of Public Employees Retirement System from limitations on reemployment if member is reemployed for purposes of providing security to Governor's residence or judges or for purposes of law enforcement related to access and habitat programs.

Appropriates moneys from General Fund to Oregon Health Authority for Senior Farm Direct Nutrition Program and Women, Infants and Children Farm Direct Nutrition Program. Directs Oregon Health Authority to include appropriations for programs in biennial agency request budgets. Declares emergency, effective July 1, 2019.
