Proposes amendment to Oregon Constitution to eliminate even-numbered year regular sessions of Legislative Assembly. Refers proposed amendment to people for their approval or rejection at next regular general election held throughout this state.
Requires veterinarians to register with prescription monitoring program established by Oregon Health Authority. Requires pharmacies that dispense prescription drugs prescribed by veterinarians to report dispensation to prescription monitoring program. Allows Oregon State Veterinary Medical Examining Board to adopt rules in consultation with authority. Becomes operative January 1, 2021. Takes effect on 91st day following adjournment sine die.
Requires health insurance policies that have prescription drug benefit to cover cost of drugs prescribed for urgent medical conditions and cost of drugs prescribed and dispensed by pharmacists within their scope of practice, including cost of pharmacists' consultation fees associated with prescribing and dispensing drugs. Prohibits specified entities that reimburse cost of prescription drugs from requiring step therapy or prior authorization for antiretroviral drugs.

Requires Oregon Health Authority to design program to import wholesale prescription drugs from Canada. Specifies conditions and requirements. If authority estimates program would produce substantial cost savings for Oregon consumers, requires authority to seek federal approval and, with federal approval, to implement program.
