Provides that agency or organization that refers person to treatment program for alcoholism, drug dependency or dependency on inhalants may select treatment program in another state where person resides if that treatment program is equivalent to treatment program in this state approved by Director of Oregon Health Authority.

Appropriates moneys to Department of Human Services for transition services for current foster children and former foster children. Takes effect on 91st day following adjournment sine die.

Requires district attorney to, upon request, provide to sexual assault victim opportunity to review case file within district attorney's office.

Creates process for obtaining restraining order against person who is not family or household member for actions that cause bodily injury or fear of imminent bodily injury.

Directs University of Oregon to conduct Oregon child abuse prevalence study and to submit report regarding study to interim committees of Legislative Assembly related to human services. Appropriates moneys from General Fund to Higher Education Coordinating Commission for study.

Modifies retirement plan options of persons elected or appointed as statewide elected officials or judges. Declares emergency, effective on passage.

Modifies start date for calculating one-year duration of certain protective orders if court continues or modifies order more than 30 days after original order date.

Proposes amendment to Oregon Constitution to modify legislative districts so that each legislative district elects, on nonpartisan basis, one Senator and two at-large Representatives, all to four year term. Directs that candidate with highest vote total is elected Senator and that candidates with second and third highest votes are elected Representatives. For legislative terms of office that commence on or after January 1, 2023, limits number of successive terms legislator may serve to two, without regard to legislative chamber in which legislator serves. Refers proposed amendment to voters for their approval or rejection at next succeeding regular general election.

Provides that licensed optometrist may perform specified ophthalmic surgery procedures. Defines "ophthalmic surgery." Removes requirement that optometrist treating patient with antiglaucoma medication consult with ophthalmologist. Takes effect on 91st day following adjournment sine die.

Requires Oregon Health Authority, in coordination with Department of Human Services, ] Health Information Technology Oversight Council to convene one or more groups of stakeholders and experts to study and make recommendations regarding electronic referral system for social services and statewide health information exchange ] explore specified issues related to adoption of secure, statewide, integrated health information and community information exchanges . Requires authority ] council to report findings and recommendations ] to interim committees of Legislative Assembly related to health and human services no later than October 1, 2022, and January 31, 2023, on findings of stakeholder groups and recommendations for legislative changes, if needed, to implement statewide health information and community information exchanges . Sunsets January 2 ] February 28 , 2023. Declares emergency, effective on passage.
