Relating to sex offender information.

Requires that information concerning sex offenders convicted of certain offenses be released on website maintained by Department of State Police.

Relating to abortion.

Requires health care practitioner to exercise proper degree of care to preserve health and life of child born alive after abortion or attempted abortion. Requires health care practitioner to ensure child born alive is transported to hospital. Creates crime for failure to exercise proper standard of care, punishable by maximum of five years' imprisonment, $125,000 fine, or both. Allows specified person to bring civil action for damages and equitable relief against health care practitioner for failure to exercise proper standard of care. Directs court to award attorney fees to prevailing plaintiff. Allows court to order identity or personally identifiable information of specified person protected from disclosure.

Relating to technical assistance for wastewater permitting; declaring an emergency.

Requires Department of Environmental Quality to contract with independent third-party entity to provide technical assistance to municipalities on matters related to state and federal wastewater permitting requirements. Appropriates moneys to department to carry out purposes of Act. Declares emergency, effective July 1, 2019.

Relating to experiential learning; declaring an emergency.

Directs State Board of Education to adopt by rule policy and process for criminal records checks of certain persons who are not employed by school districts but who may have direct, unsupervised contact with school children in two or more school districts. Authorizes Bureau of Labor and Industries to issue permit to authorize child under 18 years of age to engage in employment otherwise prohibited by law if child successfully completed professional training for employment. Directs Department of Education to conduct study to determine method for providing unified insurance policy to cover students participating in experiential learning program. Declares emergency, effective on passage.

Relating to concealed handgun license reciprocity.

Directs Department of State Police to create and maintain list of states that recognize Oregon concealed handgun licenses and require demonstration of handgun competency to obtain license that is similar to requirement in Oregon. Provides persons licensed to carry concealed handgun in states on department list with protections provided to persons with Oregon concealed handgun licenses.

Relating to vacant positions in state agencies.

Requires Oregon Department of Administrative Services to reduce allotments to state agencies that report personnel positions that have remained vacant for continuous period of six months.
