Relating to administrative rules.

Directs Legislative Policy and Research Director to study methods for legislative oversight of administrative rules and report to appropriate committee or interim committee of Legislative Assembly no later than September 15, 2020.

Relating to higher education tuition; declaring an emergency.

Provides that student who legally entered United States under Compact of Free Association treaty between United States and Republic of Palau, Republic of the Marshall Islands or Federated States of Micronesia and who has not previously established residence in any state or territory of United States other than Oregon qualifies for exemption from nonresident tuition and fees at public universities if student meets other tuition equity requirements ] and is eligible to receive state and university scholarships or other financial aid . Provides that student who is refugee or special immigrant visa holder and who has not previously established residence in any state or territory of United States other than Oregon qualifies for exemption from nonresident tuition and fees at public universities and is eligible to receive state and university scholarships or other financial aid . Declares emergency, effective on passage. .

Relating to student demographic data at post-secondary institutions of education.

Requires Higher Education Coordinating Commission to design question allowing each student to identify whether student is parent or person acting as parent or legal guardian that will be placed on all forms used ] one or more forms used on annual basis to collect demographic information by public post-secondary institutions of education. Requires each public post-secondary institution of education to make data available to commission. Requires commission to establish format and time frame for collection and reporting of demographic data, to evaluate public post-secondary institution of education compliance with collecting and providing data and to report to each regular session of Legislative Assembly on status of collecting and providing data.

Relating to transactions between Oregon vehicle dealers; prescribing an effective date.

Clarifies that Oregon vehicle dealers selling or trading otherwise taxable motor vehicles to other Oregon vehicle dealers for resale are not liable for motor vehicle dealer privilege tax on such sales or trades. Provides that such vehicle dealers are exempt from requirement of obtaining resale certificate to prove sale or trade is exempt from privilege tax. Takes effect on 91st day following adjournment sine die.

Modifies list of entities for which links must be provided on Oregon transparency website. Clarifies duties of State Chief Information Officer. Grants State Chief Information Officer authority to adopt rules necessary for administration of Oregon transparency website.
