Exempts equipment run on recirculating water systems from ban on in-stream placer mining in salmonid habitat.
Requires original equipment manufacturer to make available to owner of digital electronic equipment or independent repair provider on fair and reasonable terms any part, tool, service manual or other device, implement or information that original equipment manufacturer makes available to authorized repair provider for purpose of diagnosing, maintaining or repairing digital electronic equipment that original equipment manufacturer makes or supplies. Provides that violation of Act is unlawful trade practice under Unlawful Trade Practices Act. Takes effect on 91st day following adjournment sine die.
Requires State Board of Forestry to transfer ownership of former county forestland back to county, upon request, if former county forestland is 10 percent or less of all former county forestland owned by board.
Requires State Department of Fish and Wildlife to biennially report to Legislative Assembly regarding estimated change in wolf population. Requires Legislative Assembly to identify amount of state funding necessary to provide counties with assistance sufficient for carrying out essential features of county programs regarding wolf depredation and financial assistance. Requires Legislative Assembly to review estimate of change in wolf population prior to making appropriation to fund used for wolf depredation and financial assistance grant program. Requires that Legislative Assembly establish, to extent practicable, fund appropriation amount greater than identified necessary funding amount and reflecting estimated change in wolf population. Requires that Legislative Assembly, to extent practicable, direct that minimum percentage of appropriation be expended for financial assistance to persons who implement livestock management techniques or nonlethal wolf deterrence techniques designed to discourage wolf depredation of livestock.
Provides that Oregon estate tax is imposed only on estates of decedents dying on or before December 31, 2018. Takes effect on 91st day following adjournment sine die.
Proposes amendment to Oregon Constitution to replace term "declaration of emergency" with term "early implementation date" in those bills that Legislative Assembly determines need to go into effect earlier than 91st day following adjournment sine die of session at which bills are enacted. Requires bills with early implementation date to state justification for early implementation. Authorizes courts of law to review justification statement to ascertain veracity and accuracy of statement. Authorizes court to strike early implementation date if justification statement is not truthful or accurate. Refers proposed amendment to people for their approval or rejection at next regular general election.
Requires vehicle manufacturer to make available to owner of vehicle or independent repair provider on fair and reasonable terms any part, tool, service manual or other device, implement or information that vehicle manufacturer makes available to authorized repair provider for purpose of diagnosing, maintaining or repairing vehicle that vehicle manufacturer makes or supplies. Permits vehicle manufacturer, as condition of supplying to owner or independent repair provider part, tool, service manual or other device, implement or information for purpose of diagnosing, maintaining or repairing motor vehicles that vehicle manufacturer makes or supplies, to require owner or independent repair provider to obtain license or certification, undergo training or otherwise demonstrate compliance with procedures vehicle manufacturer specifies for diagnosing, maintaining or repairing motor vehicles. Prohibits vehicle manufacturer from limiting or voiding warranty for motor vehicle that vehicle manufacturer makes or supplies solely because owner or independent repair provider diagnosed, maintained or repaired motor vehicle if owner or independent repair provider did so in accordance with license, certification, training or procedure that vehicle manufacturer issued, provided or specified. Provides that violation of Act is unlawful trade practice under Unlawful Trade Practices Act. Takes effect on 91st day following adjournment sine die.
Directs Department of Human Services to report information regarding prescription of psychotropic medications to children in foster care. Takes effect on 91st day following adjournment sine die.
Exempts collection, storage or use of diffuse surface water from falling rain, melting snow or other precipitation from requirement to obtain water right permit or certificate.
Provides that persons employed by participating public employers may not become members of pension program or individual account program of Oregon Public Service Retirement Plan on or after January 1, 2020.
