Provides that unit of government may not assess toll on state highways or interstate highways located in tri-county area unless Department of Transportation conducts and submits equity plan for approval by affected counties. Declares emergency, effective on passage.
Prohibits abortion unless health care provider first determines probable gestational age of unborn child, except in case of medical emergency. Defines "abortion" and "health care provider." Prohibits abortion of unborn child with probable gestational age of 15 or more weeks, except in case of medical emergency. Allows specified persons to bring action against health care provider for violations. Requires health care provider who performs or induces, or attempts to perform or induce, abortion to file report with Oregon Health Authority. Requires authority to publish annually statistics relating to abortion. Allows specified persons to bring cause of action for actual and punitive damages and injunctive relief against health care provider for violation. Takes effect on 91st day following adjournment sine die.
Repeals Drug Addiction Treatment and Recovery Act of 2020 (Ballot Measure 110 (2020)) and provisions related to decriminalization of possession of drugs, creation of Oversight and Accountability Council and grants and funding for Behavioral Health Resource Networks to provide drug treatment.

Maintains applicable minimum wage rates, indexed for inflation as determined on April 30, 2023, until June 30, 2028. Delays requirement that minimum wage rates be indexed to inflation on annual basis until July 1, 2028. Declares emergency, effective on passage.
Proposes amendment to Oregon Constitution requiring individual to be citizen of United States in order to vote in any election. Refers proposed amendment to people for their approval or rejection at next regular general election.
