Enacts interstate Nurse Licensure Compact. Permits Oregon State Board of Nursing to disclose specified information to Interstate Commission of Nurse Licensure Compact Administrators. Exempts individuals authorized to work as nurses under multistate licensure privilege from requirement to obtain license from board and from restrictions on use of titles. Allows board to use moneys to meet financial obligations imposed on State of Oregon as result of participation in compact. Takes effect on 91st day following adjournment sine die.
Modifies estate tax brackets to provide additional estate tax exclusion of $1 million. Takes effect on 91st day following adjournment sine die.
Requires health benefit plan coverage of donated human breast milk for infant if prescribed by licensed medical professional.
Authorizes Department of Justice to assist victims of domestic violence and sexual assault with housing needs. Appropriates moneys from General Fund to department for those purposes. Sunsets January 2, 2026. Declares emergency, effective July 1, 2023.
Proposes amendment to Oregon Constitution to provide parents fundamental right to direct upbringing, education and care of their children. Refers proposed amendment to people for approval or rejection at next general election.
