Requires each county to identify 10 most common languages spoken by residents of county. Requires Secretary of State and county to ensure state voters' pamphlet and county voters' pamphlet are translated into each of 10 identified languages and to make translated voters' pamphlets available on county website. Requires voters' pamphlets to include, in each of 10 identified languages, website address for translated voters' pamphlet. Applies to voters' pamphlets distributed on or after January 1, 2021. Takes effect on 91st day following adjournment sine die.
Requires local public health authorities and coordinated care organizations to provide funding to support school-based programs providing dental disease prevention services.
Increases total amount allowed in tax year to all taxpayers as tax credits for donations to fiduciary organizations for distribution to individual development accounts. Increases maximum percentage of taxpayer donation for which credit may be allowed. Applies to tax years beginning on or after January 1, 2019, and before January 1, 2022. Updates and makes technical corrections to statutes governing individual development accounts. Takes effect on 91st day following adjournment sine die.
Directs Department of Education to conduct study to identify sources of stable and sustainable funding for career and technical education programs. ] Directs department to submit report to interim committee of Legislative Assembly no later than September 15, 2020. ] Sunsets December 31, 2020. ] Directs Department of Education to award grants to enable school districts to provide courses in computer science as part of career and technical education program. Alters commissioner composition of Higher Education Coordinating Commission by redesignating five current nonvoting positions as voting positions and by adding one additional position for graduate student attending public university.
Removes requirement that physician assistant practice under supervision of supervising physician. Requires physician assistant to enter practice agreement with collaborating physician, practice group or health care team. Defines "collaborating physician." Becomes operative January 1, 2020. Requires carrier to offer, in at least 25 percent of carrier's health benefit plans at each coverage level, flat dollar copayments that meet specified criteria for prescription drug coverage. Requires carriers to report annually to Department of Consumer and Business Services specified information about changes to formulary, cost sharing and utilization controls for prescription drugs.
Requires Oregon Health Authority and coordinated care organizations to partner with regional health equity coalitions in addressing health disparities for communities of color , Indian tribes, immigrants, refugees, migrant and seasonal farmworkers, low-income populations, persons with disabilities and lesbian, gay, bisexual, transgender and questioning communities, with communities of color as leading priority . Describes regional health equity coalitions. Requires authority and coordinated care organizations to award grants ] provide funding to support work of regional health equity coalitions that meet specified criteria . Requires authority to appoint regional health equity coalition fidelity committee to oversee regional health equity coalitions statewide and establish funding criteria for coalitions. Declares emergency, effective July 1, 2019.
