Relating to unlawful threats.

Creates crime of unlawfully threatening a school or place of worship. Punishes by maximum of 364 days' imprisonment, $6,250 fine, or both, or five years' imprisonment, $125,000 fine, or both, if defendant has certain prior convictions at time of offense.

Relating to employees at public institutions of higher education; declaring an emergency.

Provides that part-time faculty member at public institution of higher education who qualifies for health care benefits will pay 10 percent of insurance premiums for employee coverage. Requires state to pay for remaining costs of insurance premiums out of moneys appropriated to Oregon Educators Benefit Board. Permits institution to agree through either institution policy or collective bargaining to pay portion of health care benefits paid for by employee. Provides that employees who are eligible to receive health care benefits in manner specified may receive health care benefits from institution only in manner specified. Provides that any savings realized by institution are subject to collective bargaining. Directs board to determine prior to open enrollment period whether it has received sufficient funds to cover required premium payments. Provides that if board has not received sufficient funds, board may require employee share to increase and that institution is not responsible for paying insurance premiums. Requires legacy health benefit coverage to be maintained for part-time faculty at institutions who are not eligible for health care benefits under provisions. Establishes Part-Time Faculty Insurance Fund and continuously appropriates moneys in fund to board. Declares emergency, effective on passage.

Relating to prescription drug coverage.

Requires health insurance policies that have prescription drug benefit to cover cost of drugs prescribed for urgent medical conditions and cost of drugs prescribed and dispensed by pharmacists within their scope of practice, including cost of pharmacists' consultation fees associated with prescribing and dispensing drugs. Prohibits specified entities that reimburse cost of prescription drugs from requiring step therapy or prior authorization for antiretroviral drugs.

Relating to publicly funded care providers; declaring an emergency.

Establishes Task Force on Medicaid and Medicare Workforce Standards. Specifies membership and duties. Requires task force to report to committees of Legislative Assembly related to labor during 2021 and 2023 regular sessions of Legislative Assembly. Sunsets December 31, 2023. Declares emergency, effective on passage.

Relating to genetic counselors; declaring an emergency.

Authorizes Health Licensing Office to issue license to practice genetic counseling to qualified applicant. Defines "genetic counseling." Prohibits unlicensed use of "licensed genetic counselor" title and practice of genetic counseling. Provides exemptions to prohibition. Allows office to impose discipline for certain violations. Requires licensed genetic counselor to refer patient as necessary to appropriate licensed health care practitioner for diagnosis and treatment. Requires licensed genetic counselor to practice genetic counseling in culturally and linguistically appropriate manner. Directs office to provide administrative and regulatory oversight to genetic counseling program. Imposes civil penalty for violation of licensure requirements. Becomes operative January 1, 2021. Declares emergency, effective on passage.

Relating to cannabis business practices; prescribing an effective date.

Directs State Department of Agriculture to advance design of cannabis business certification program. Directs Oregon Liquor Control Commission to allocate moneys from Marijuana Control and Regulation Fund to department for purposes of cannabis business certification program. Takes effect July 1, 2020.

Relating to prescription drugs; declaring an emergency.

Requires Oregon Health Authority to design program to import wholesale prescription drugs from Canada. Specifies conditions and requirements. If authority estimates program would produce substantial cost savings for Oregon consumers, requires authority to seek federal approval and, with federal approval, to implement program. Authorizes administrator of Oregon Prescription Drug Program to contract with pharmacy benefit manager and to establish state-managed wholesale or retail drug distribution or dispensing system. Modifies duties of Task Force on the Fair Pricing of Prescription Drugs and extends sunset on task force. Declares emergency, effective on passage.
