Declares that person may not be disqualified from service as child welfare service provider based on certain traits. Declares that child, ward or youth may not be prohibited from, disciplined for or retaliated against for publicly or privately speaking about child's, ward's or youth's experience receiving child welfare services. ] Declares emergency, effective on passage. ] Incorporates certain provisions of federal Indian Child Welfare Act into Oregon laws relating to youth offenders adjudicated for status offenses and to adoptions. Enhances state protections for Indian children in certain situations. Authorizes juvenile court to approve tribal customary adoption as permanency option for wards who are Indian children. Modifies court process to determine whether there is reason to know child is Indian child. Makes technical corrections to child welfare laws involving Indian children. Takes effect on 91st day following adjournment sine die.

Requires employer to accept other forms of identification that are deemed acceptable for purposes of federal forms used to verify identification or employment authorization. Permits employer to accept driver license as identification if voluntarily offered by employee or prospective employee.
Requires employers to monitor daily outdoor air quality and determine whether employees who perform outdoor work activities will be at risk of exposure to unhealthy air quality due to certain concentration levels of particulate matter in air. Directs employers to take certain actions to mitigate risk of unhealthy exposure. Declares emergency, effective on passage.
Establishes Addiction Crisis Recovery Fund. Prescribes uses of fund. Establishes Office of Intervention and Engagement in Oregon Health Authority to oversee expansion of substance use disorder treatment and peer services. Establishes Office of Behavioral Health Workforce Development in Oregon Health Authority to oversee recovery workforce development. ] Requires Oregon Health Authority to increase payments for reimbursement to addiction treatment providers for services provided to medical assistance recipients. ] Requires Oregon Health Authority to study optimum minimum pricing of malt beverages, wine and cider to allow consumer access and discourage overconsumption. Requires report to interim committee of Legislative Assembly related to health by November 30, 2021. Sunsets January 1, 2022. ] Establishes Task Force on Substance Use to study alcohol tax and pricing mechanisms to reduce substance use in this state. Requires report to interim committee of Legislative Assembly related to behavioral health no later than February 1, 2022. Sunsets December 31, 2022. Declares emergency, effective on passage.

Extends sunset of pilot program for provision of legal services to adults in custody serving sentences at Coffee Creek Correctional Facility.
