Repeals the changes made by House Bill 3124 (2021) to the statutes governing local removal of homeless individuals from established camping sites. Declares an emergency, effective on passage.

Prohibits the Department of Environmental Quality from implementing or enforcing the Advanced Clean Trucks regulations before January 1, 2027. Declares an emergency, effective on passage.

Requires the Legislative Policy and Research Director to study changes necessary to adopt a policy of passing budget bills before passing other bills.
