Relating to the management of state forests; declaring an emergency.

Instructs State Forester to analyze certain criteria before adopting rule changing management of state forest lands. Instructs State Forester to annually report to committee or interim committee of Legislative Assembly related to natural resources on projected revenues from state forest lands and degree to which forest management decisions affect projected revenues. Declares emergency, effective on passage.

Relating to optionally provided employment benefits; prescribing an effective date.

Repeals provisions of paid family and medical leave insurance program. Creates income or corporate excise tax credit allowed to employer that provides certain family and medical leave benefits to employees. Creates income or corporate excise tax credit allowed to smaller employer to compensate for paid time off provided to employees. Applies to all tax years beginning on or after January 1, 2024. Takes effect on 91st day following adjournment sine die.

Relating to corrections work programs.

Requires state agencies to include, as part of agency request budget, analysis of extent to which goods and services can be acquired from work programs operated by Department of Corrections or Oregon Corrections Enterprises.

Relating to standards of time.

Abolishes annual one-hour change in time from standard time to daylight saving time and maintains Oregon on standard time for all 12 months of calendar year, except in portion of Oregon in Mountain Time Zone. Further amends law to maintain Oregon on daylight saving time, except in portion of Oregon in Mountain Time Zone. Becomes operative at 2 a.m. on second Sunday of first March following enactment of changes in federal law that allow states to adopt daylight saving time as standard of time for all 12 months of calendar year. Repeals advancement to daylight saving time standard and restores standard time for entirety of calendar year as standard of time in portion of Oregon in Pacific Time Zone if required changes in federal law have not been enacted by December 1, 2033.

Relating to community health worker services; prescribing an effective date.

Directs Oregon Health Authority to administer two-year demonstration project in two counties to test whether expanding scope of compensable services provided by community health workers can improve outcomes for low-income families and children at risk of entering foster care system. Sunsets January 2, 2028. Takes effect on 91st day following adjournment sine die.

Relating to the environmental impact of camping sites used by homeless individuals on the waters of the state; prescribing an effective date.

Authorizes any person to submit complaint to Department of Environmental Quality if person reasonably believes that camping site of homeless individuals is causing discharge of wastes into state waters. Directs department to remove individuals from camping site and clean camping site as necessary to protect state waters. Takes effect on 91st day following adjournment sine die.
