Directs the Superintendent of Public Instruction to establish a program to assess, monitor and track the language developmental milestones of children who are deaf or hard of hearing. Establishes an advisory committee to advise on the creation of the program. Directs the Department of Education to publish an annual report on language and literacy developmental milestones of children who are deaf or hard of hearing. Takes effect on the 91st day following adjournment sine die.

Requires the Department of State Lands to establish a program to foster county acquisition of federal lands. Requires the department to notify counties and federal agencies of the program on or before January 1, 2027.

Repeals the statute enacted by House Bill 3115 (2021) that established objective reasonableness as a statewide standard for city and county laws regulating the use of public property with respect to persons experiencing homelessness, as the basis for a cause of action for injunctive and declaratory relief to challenge such laws and as an affirmative defense in the prosecution of violations of such laws. Declares an emergency, effective on passage.

Expands the definition of "local correctional facility" under the Oregon Jail-Based Medications for Opioid Use Disorder Grant Program to allow people at other types of county facilities to receive opioid use disorder treatment and transition planning services.

Directs the Department of Justice to review state statutes and administrative rules and determine whether each statute or rule is likely to be found unconstitutional under the reasoning and interpretation of the Fourteenth Amendment to the United States Constitution set forth in the Students for Fair Admissions case decided by the United States Supreme Court. Directs the department to report on its findings to a committee or interim committee related to the judiciary.

Requires the Secretary of State to publish a monthly statistical report on voter registrations for each county in this state. Specifies the statistical information to be included in the monthly report.

] Establishes the Public Drinking Water , Stormwater and Sewer Ratepayer Assistance Fund. Directs the Housing and Community Services Department to provide grants from moneys in the fund to qualified organizations to distribute water , stormwater and sewer bill payment assistance to low-income residential households. Takes effect on the 91st day following adjournment sine die.
