Requires Oregon Department of Administrative Services to use reasonable efforts to lease certain unused or underutilized state real property owned by department to City of Salem for use as transitional housing accommodations upon certain terms. Requires other state agencies to assist. Sunsets January 2, 2026. Declares emergency, effective on passage.

Provides that portion of Oregon Route 35 , beginning where highway intersects with U.S. Highway 26 and ending where highway intersects with U.S. Highway 30, shall also be known as Oregon Nisei Veterans World War II Historic ] Memorial Highway. Takes effect on 91st day following adjournment sine die.

Directs Oregon Investment Council ] State Treasurer to publish annually complete list of publicly traded assets held in investment funds. Directs council and ] State Treasurer to publish information relating to assessments of ] report on climate-related financial risk to assets held in investment funds. Takes effect on 91st day following adjournment sine die.

Creates credit against income taxes for purchasing publicly supported housing to retain as affordable housing. Applies to sales of housing completed in tax years beginning on or after January 1, 2023, and before January 1, 2029.

Establishes income tax credit for volunteer firefighters. Applies to tax years beginning on or after January 1, 2023, and before January 1, 2029. Takes effect on 91st day following adjournment sine die.

Provides for annual appropriation from General Fund for distribution to City of Salem to fund public safety services provided by city. Declares emergency, effective on passage.

Proposes amendment to Oregon Constitution to specify that section restricting certain banks does not prohibit establishment of bank owned or operated by State of Oregon. Refers proposed amendment to people for their approval or rejection at next regular general election.

Establishes timeline for restrictions on sales of petroleum diesel for use in motor vehicles. Establishes timeline for restrictions on purchase of petroleum diesel for use in motor vehicles by public bodies. ] Directs State Department of Agriculture to suspend enforcement of restrictions if supply of renewable diesel is determined to be insufficient to meet anticipated demand. ] Directs State Forestry Department to study feasibility of converting lignocellulosic biomass derived from invasive tree species into renewable diesel feedstocks. ] Establishes Task Force on Renewable Diesel. Directs task force to study availability of renewable diesel, estimate current and future demand for diesel fuels, study incentives for increasing availability of renewable diesel and study implications of removing petroleum diesel from state marketplace. Sunsets January 2, 2023. Takes effect on 91st day following adjournment sine die.

Amends requirements for residential landlords accepting applicant screening charge.

Requires pharmacist who dispenses opioid prescription to offer prescription for naloxone, or similar drug, and information about naloxone under specified circumstances. Creates exceptions to requirement to offer prescription for naloxone or similar drug. Allows pharmacy, health care professional or pharmacist to distribute and administer drug similar to naloxone. Allows certain persons to administer, to individual experiencing opioid overdose, drug similar to naloxone that was not distributed to individual. Requires pharmacies to provide written notice that drug similar to naloxone is available at pharmacy. Requires health benefit plan to provide payment or reimbursement for naloxone prescription and dispensation by pharmacist. Becomes operative January 1, 2023. Takes effect on 91st day following adjournment sine die.
