Relating to vehicle mechanics; declaring an emergency.

Allows Department of Consumer and Business Services to issue specialty vehicle mechanic licenses and master vehicle mechanic licenses to qualified applicants. Prohibits unlicensed persons from performing actions of specialty vehicle mechanics and master vehicle mechanics. Provides exceptions to prohibition. Allows department to impose discipline for certain violations. Directs department to provide administrative and regulatory oversight. Requires vehicle repair shops and motor vehicle body and frame repair shops to ensure that persons performing activities of specialty vehicle mechanic or master vehicle mechanic are licensed. Becomes operative January 1, 2020. Declares emergency, effective on passage.

Relating to loan programs for family farmers; declaring an emergency.

Creates Family Farmer Loan Program within Oregon Business Development Department ] State Department of Agriculture for purpose of making direct loans to family farmers, including beginning family farmers, to finance farming operations. Directs department to specify eligibility criteria, application process and approval process for loan program. Specifies minimum and maximum percentage rate for loans from program and specifies that loan terms may not exceed 30 years. Becomes operative January 1, 2020. Declares emergency, effective on passage.

Relating to single-use plastic wine closures.

Prohibits persons engaged in bottling wine for commercial purposes from using single-use plastic wine closures to seal wine bottles. Allows Oregon Liquor Control Commission to impose civil penalty of not more than $250 per day of violation.

Relating to a tax credit for employers who pay the minimum wage rate to employees under 21 years of age who perform agricultural labor; prescribing an effective date.

Creates income tax credit for employers that pay minimum wage to employees who are under 21 years of age and who perform agricultural labor. Applies to tax years beginning on or after January 1, 2020, and before January 1, 2026. Takes effect on 91st day following adjournment sine die.
