Directs Oregon Military Department to study and make recommendations regarding improvements to operations of department. Requires department to submit report on findings by January 1, 2023.

Limits procurement authority of Oregon Health Authority.
Prohibits Department of Justice from charging officers and agencies of state government for assistance rendered. Directs department to pay for costs of assistance rendered to officers and agencies of state government out of funds appropriated to department for that purpose. Becomes operative on July 1, 2023. Provides that department may not enter into or renew collective bargaining agreement that permits job classification or evaluation on basis of hours billed by attorney. Allows department to track billable hours only for purposes of reimbursement.
Directs Office of Emergency Management to create and maintain database for flagging of known or suspected hazardous locations during emergency. Directs office to grant access to database to relevant state agencies and local law enforcement and emergency service providers. Declares emergency, effective on passage.
Provides that part-time faculty member at public institution of higher education who qualifies for health care benefits will pay 10 percent of insurance premiums for employee coverage. Requires public institutions of higher education to pay for remaining costs of insurance premiums under process established by Oregon Educators Benefit Board. Permits institution to agree through collective bargaining to pay portion of health care benefits paid for by employee. Provides that unless otherwise agreed through collective bargaining, employees who are eligible to receive health care benefits in manner specified may receive health care benefits from institution only in manner specified. Provides that any savings realized by institution are subject to collective bargaining. Requires legacy health benefit coverage to be maintained for part-time faculty at institutions who are not eligible for health care benefits under provisions. Establishes Part-Time Faculty Insurance Fund and continuously appropriates moneys in fund to board. Declares emergency, effective on passage.
Designates September of each year as Brain Aneurysm Awareness Month.
Urges Congress to enact law to provide for treatment of veterans who participated in cleanup of Enewetak Atoll as radiation-exposed veterans for certain purposes.
Amends definition of "employment relations" to include class size and caseload limits as mandatory collective bargaining subjects for school districts.
Provides that telecommunicator qualifies as police officer under Public Employees Retirement System. Provides that telecommunicator employed on effective date of Act is entitled to service in retirement system as police officer for all service performed as telecommunicator.
