Relating to water quality.

Declares harmful algal blooms to be menace to public health and welfare. Directs Oregon Health Authority to identify water sources susceptible to harmful algal blooms, monitor and test susceptible waters and develop protocol for advisory alerts. Directs Department of Environmental Quality to develop response strategy to harmful algal blooms, produce and maintain relevant data, identify sources of pollutants, develop strategies to reduce pollutants, determine causes and prepare biennial report.

Relating to court programs for veterans; declaring an emergency.

Directs each judicial district to ensure veterans who are criminal defendants have access to veterans' court programs. Authorizes court to grant motion dismissing charges after completion of veterans' court program when in interests of justice. ] Directs Judicial Department to establish centralized veterans treatment court that counties may opt into beginning July 1, 2023. Directs department to report to interim committees of Legislative Assembly related to judiciary concerning obstacles to and authorizations and fiscal costs necessary for operation of court. Declares emergency, effective on passage.

Relating to electric-powered vehicles; prescribing an effective date.

Modifies definition of "plug-in hybrid electric vehicle" for purposes of zero-emission and electric vehicle rebates. Adjusts amount of rebate for light-duty zero-emission vehicles. Adjusts to ___ percent minimum amount of Zero-Emission Incentive Fund that Department of Environmental Quality is required to allocate to fund rebates through Charge Ahead Oregon Program. Applies to vehicles purchased or leased on or after January 1, 2022. Takes effect on 91st day following adjournment sine die.

Relating to refinancing options for veterans.

Directs Department of Veterans' Affairs to develop program under which providers contracting with department provide credit guarantees for qualified borrowers for purpose of refinancing home mortgages. Prohibits department from paying amounts due under loan or credit guarantee agreement from any source other than available moneys in Veterans Refinancing and Reintegration Services Fund. Authorizes financial institution to exercise rights against security if there are insufficient available moneys to pay amounts due under loan or credit guarantee agreement. Establishes Veterans Refinancing and Reintegration Services Fund. Continuously appropriates moneys in fund to department for purposes of program. Directs Oregon Department of Administrative Services to include in Governor's budget for each fiscal period amounts sufficient to permit payment of amounts due on unpaid loan and credit guarantees for that fiscal period.

Relating to critical disaster preparedness; declaring an emergency.

Directs Oregon Business Development Department ] Oregon Homeland Security Council to establish program to create Oregon Critical Disaster Preparedness Stockpile to ensure robust stock of emergency supplies and equipment. Directs Oregon Homeland Security Council ] council , in consultation with Oregon Health Authority and relevant state agencies, to develop list of essential equipment, materials, supplies, distribution channels and manufacturing capabilities for stockpile, including personal protective equipment, communicable disease testing equipment and all-hazards emergency surge supplies. Requires council to report to Legislative Assembly. Directs department ] Oregon Business Development Department to establish and administer Oregon Resiliency Partnership in consultation with other entities ].
