Creates Guaranteed Opportunity Program. Requires Office of Student Access and Completion to administer program. Requires State Workforce and Talent Development Board to monitor program every two years and make recommendations to Legislative Assembly on whether modifications are necessary to enhance state's workforce needs. Establishes that program becomes operative on January 1, 2041. Establishes Guaranteed Opportunity Program Implementation Fund. Requires Higher Education Coordinating Commission, on effective date of Act, to begin process of developing policy and rules necessary to implement Guaranteed Opportunity Program. Requires commission to submit report regarding progress on development of policy and rules to committees relating to public finance and higher education during 2022 and 2023 regular sessions of Legislative Assembly. Establishes Task Force on Implementing Guaranteed Opportunity Program. Requires task force to determine amount of moneys program will need to raise through bonding, determine which current grant and scholarship programs should be repealed on operative date of Guaranteed Opportunity Program and analyze methods for preventing bad faith participation of individuals in program. Sunsets task force on December 31, 2022. Takes effect on 91st day following adjournment sine die.

Increases maximum amount of tax credits for certified film production development contributions that may be certified for fiscal year for all taxpayers. Applies to fiscal years beginning on or after July 1, 2021. Takes effect on 91st day following adjournment sine die.
Requires health care facilities, health care providers, local public health authorities and public and private safety agencies to maintain capacity, including sufficient amounts of certain supplies, to continue in normal operation for 120 days at 25 percent mortality rate. Defines "25 percent mortality rate." Directs Oregon Health Authority and health professional regulatory boards to report to Office of Emergency Management. Directs office to report annually to interim committee of Legislative Assembly related to emergency preparedness. Takes effect on 91st day following adjournment sine die.

Directs Occupational Safety and Health Division of Department of Consumer and Business Services to study potential safety benefits of screening replacement workers during labor dispute with employer that employs more than 100 employees in industry involving hazardous materials. Directs division to submit report to Legislative Assembly with findings.
Directs Office of Emergency Management to create and maintain roster of individuals available for temporary emergency-related work. Requires students at post-secondary institution of education who receive certain amount of grants or scholarships to fulfill requirements related to emergency preparedness. Prohibits Higher Education Coordinating Commission from awarding grants or scholarships to students who do not fulfill requirements.
Requires each county to have facility jointly managed by sheriff and community mental health director to house and treat individuals with behavioral health disorders or intellectual or developmental disabilities who are in custody of county sheriff pending trial.
Enacts express sunset for tax credit for establishment of employee training programs in rural counties.
Requires ballots returned by mail to be postmarked not later than date of election. Requires county clerks to announce status of tally of ballots received after election date on third and eighth calendar days after date of election. Prohibits individual from collecting and returning ballot of other individual except on date of election. Applies to elections held on or after January 1, 2022.
Directs Department of Environmental Quality to provide interest-free loans to school districts, mass transit districts and transportation districts for purchase of electric buses and charging infrastructure for electric buses. Authorizes issuance of revenue bonds to finance loan program.
