Relating to endangered missing person alerts.

Establishes Endangered ] Missing Endangered Person Alert System. Directs Superintendent of State Police to establish task force to develop system to enable rapid and effective dissemination of information pertaining to missing persons to public to facilitate rapid location and recovery of missing person. Sets forth criteria to be used to determine when endangered ] missing endangered person alerts may be issued and when alerts may be terminated. Establishes immunity from liability for persons, organizations or entities that are involved in dissemination of endangered ] missing endangered person alerts. Declares emergency, effective on passage. ].

Relating to school safety; declaring an emergency.

Requires schools to have at least one panic alarm in each school building. ] Requires schools to have wireless panic alert device in each classroom of each school building. Provides exceptions. Relating to programs in the Department of Human Services; declaring an emergency.

Requires Department of Human Services to study programs and services administered by aging and disability services division of department. Directs department to submit findings to interim committees of Legislative Assembly related to human services not later than September 15, 2024. ] Sunsets January 2, 2025. ] Directs President of Senate and Speaker of House of Representatives to appoint work group to develop framework for multi-sector plan for aging to be administered by Department of Human Services. Specifies membership and duties. Requires work group to submit three reports to committees and interim committees of Legislative Assembly related to human services, by December 1, 2023, during 2024 regular session of Legislative Assembly and by July 1, 2024, respectively. Relating to habitat connectivity; prescribing an effective date.

Modifies provisions of Department of Transportation wildlife-vehicle collision program. Requires department to describe and make recommendations for ongoing funding strategy for program. Directs State Department of Fish and Wildlife to carry out projects to support species mobility and habitat connectivity. Takes effect on 91st day following adjournment sine die.

Relating to assault of utility workers.

Expands crime of assault in the third degree to include causing physical injury to utility worker while worker is performing official duties. Punishes by maximum of five years' imprisonment, $125,000 fine, or both.

Relating to the possession of firearms in certain public areas.

Authorizes governing bodies of certain public entities that own or control public building to adopt policy, ordinance or regulation or precluding affirmative defense for possession of firearms in public building and adjacent grounds by concealed handgun licensees. Provides that in prosecution for possession of firearm in building or on grounds subject to such policy, ordinance or regulation, concealed handgun licensee affirmative defense is not complete defense, but results in Class A misdemeanor conviction punishable by 364 days' imprisonment, $6,250 fine, or both.

Relating to required employment leave for the performance of legislative duties; prescribing an effective date.

Expands regular employment protections afforded for performance of legislative duties by members or prospective members ] of Legislative Assembly by requiring employers, at option of member or prospective member ], to grant time off for less than full-day absence to member or prospective member ] to perform legislative duties. Continues alternative requirement, at option of member or prospective member of Legislative Assembly , for regular employer to grant leave of absence to member or prospective member to attend legislative session, interim committee meetings or other specified official functions. Grants rulemaking authority to Commissioner of Bureau of Labor and Industries to implement statutory provisions and directs commissioner to provide technical advice and guidance to employers to facilitate compliance with statutory requirements. ] Takes effect on 91st day following adjournment sine die.

Relating to encouragement of reading in young children; declaring an emergency.

Directs Department of Early Learning and Care to develop, implement and administer Oregon Imagination Library Project to improve reading proficiency and high school graduation rates by providing enrolled children with one age-appropriate book per child each month. ] Establishes Imagination Library of Oregon Program to provide free book each month to eligible children, encourage children to develop love of reading and learning, and improve third-grade reading proficiency and high school graduation rates. Directs Department of Early Learning and Care to implement program.
