Establishes Task Force on Containment of Petroleum Contamination. Requires task force to report findings and recommendations to interim committee of Legislative Assembly related to transportation on or before September 15, 2024. Sunsets task force December 31, 2024. Takes effect on 91st day following adjournment sine die.
Requires Oregon Educators Benefit Board to study adequacy of benefits offered to education workers. Directs board to submit findings to interim committees of Legislative Assembly related to health care not later than September 15, 2024.
Permits motor vehicle drawing trailer to also draw farm trailer under specified conditions.
Requires Oregon Military Department to study veterans. Directs department to submit findings to interim committees of Legislative Assembly related to veterans not later than September 15, 2024.
Directs Department of Veterans' Affairs to develop and implement grant program to provide funding to Oregon counties for veterans' courts.
Expands statute allowing certain public bodies to grant paid leave of absence to public employee who volunteers to participate in disaster relief or recovery services in state.
Directs Department of Corrections to study facilities used to execute adults in custody at Oregon State Penitentiary. Requires department to report to committees of Legislative Assembly related to judiciary by February 15 each year. Sunsets December 31, 2045.
Appropriates moneys from General Fund to Department of Transportation to cover costs associated with Fallen Hero roadside memorial signs and veterans' recognition registration plates for biennium beginning July 1, 2023. Declares emergency, effective July 1, 2023.
Creates Guaranteed Opportunity Program. Requires Office of Student Access and Completion to administer program. Requires State Workforce and Talent Development Board to monitor program every two years and make recommendations to Legislative Assembly on whether modifications are necessary to enhance state workforce. Establishes that program becomes operative on January 1, 2043. Establishes Guaranteed Opportunity Program Implementation Fund. Requires Higher Education Coordinating Commission, on effective date of Act, to begin process of developing policy and rules necessary to implement Guaranteed Opportunity Program. Requires commission to submit report regarding progress on development of policy and rules to committees related to public finance and higher education during 2024 and 2025 regular sessions of Legislative Assembly. Establishes Task Force on Implementing Guaranteed Opportunity Program. Requires task force to determine amount of moneys program will need to raise through bonding, determine which current grant and scholarship programs should be repealed on operative date of Guaranteed Opportunity Program and analyze methods for preventing bad faith participation of individuals in program. Sunsets task force on December 31, 2024. Takes effect on 91st day following adjournment sine die.
