Requires State Forestry Department to establish Western Oregon Regional Carbon Sink as geographical area and take certain actions regarding area on or before January 1, 2035. Directs Board of Cosmetology to adopt rules to allow holder of provisional certificate to perform in cosmetology field of practice under supervision of practitioner. Relating to emergency preparedness.

Establishes Oregon Disaster Recovery Authority. Provides that Governor may activate authority when declaring emergency. Directs authority, when activated, to coordinate initial crisis services, coordinate recovery and mitigation efforts and coordinate provision of emergency aid to local governments or private entities.
