Relating to education.

Relating to mitigation planning; declaring an emergency.

Appropriates moneys to Department of Land Conservation and Development for natural hazards mitigation planning. Declares intent of Legislative Assembly that appropriated moneys be used to secure federal funding for natural hazards mitigation planning. Declares emergency, effective July 1, 2023.

Relating to motor vehicles.

Expands definition of "consumer contract" to include purchases of used motor vehicles used primarily for personal, family or household purposes. Allows consumer to revoke provision of consumer contract that requires consumer to assert claim against other party to contract in forum that is not in this state. Provides that if provision in contract requires arbitration in forum that is not in this state, sole effect of revocation is that proceeding that requires or allows attendance by consumer must be conducted in this state. Provides that party seeking to enforce revoked provision is liable for reasonable attorney fees incurred by consumer. Expands offense of acting as vehicle dealer without certificate to include individuals who act as agents of Department of Transportation without authorization. Establishes civil cause of action for improper sale of vehicle.

Relating to redistricting.

Directs Department of Corrections to determine last-known address of adults in custody, if address is readily known or available to adult in custody, and submit information to Secretary of State. Directs secretary to adjust population data reported in federal decennial census to reflect residence status of adults in custody before incarceration. Requires Legislative Assembly or Secretary of State, whichever is applicable, to reapportion state into legislative districts based on adjusted population data. Requires use of adjusted population data to apportion county or municipal boundaries.

Relating to evidence.

Provides that evidence of defendant's commission of other sexual offenses is admissible if relevant in criminal action in which defendant is accused of sexual offense. Provides that evidence of defendant's commission of other crimes constituting domestic violence is admissible if relevant in criminal action in which defendant is accused of crime constituting domestic violence. Eliminates provision providing that evidence of all prior bad acts is admissible if relevant in criminal action.

Relating to hydrogen.

Establishes grant program within State Department of Energy to provide grants to fund replacement of generators that use diesel or fossil fuels with renewable hydrogen-fueled generators. Directs department to prioritize awarding grants for emergency shelters and infrastructure, facilities and buildings related to provision of critical public services, health care and utilities. Appropriates moneys from General Fund to Renewable Hydrogen-Fueled Generator Grant Fund. Directs department to develop planning goals for development of hydrogen production and storage and other hydrogen-related infrastructure. Directs department to incorporate planning goals into updated state energy strategy.

Relating to military pay; prescribing an effective date.

Exempts from state income tax military pay received by Oregon National Guard member while in active service of state or on state active duty. Applies to tax years beginning on or after January 1, 2021. Takes effect on 91st day following adjournment sine die.

Relating to the emergency veterans housing program.

Establishes emergency veterans housing program within Housing and Community Services Department. Requires department, in coordination with Department of Veterans' Affairs and advisory board, to award grants for project costs of residential housing for persons of lower income who are service-disabled veterans and their families. Appropriates moneys from General Fund for program. Sunsets January 2, 2028.
