] Provides that an operator may require [ an adult ] a person who engages in a sport, fitness or recreational activity in various ways to release the operator from claims for ordinary negligence. [ Directs the Oregon Business Development Department to study recreation commerce and report to an appropriate committee or interim committee of the Legislative Assembly no later than December 15, 2026. ] Declares an emergency, effective on passage.

Allows a person to title and register a Kei truck in Oregon. Amends and creates laws related to allowing Kei trucks to operate on highways in Oregon. Creates the offense of unlawfully operating a Kei truck on a highway. Punishes by a maximum fine of $1,000.
Requires school districts to offer lunch and breakfast to students at no charge, regardless of income. Provides exceptions. Requires school districts that make breakfast accessible at a school site to make breakfast accessible at the school site after the beginning of the day. [ Prescribes nutrition standards for reimbursable meals that are paid for by state sources. ] Takes effect on July 1, 2026.
Directs state agencies to require prospective contractors, subcontractors and grant recipients to attest that they do not and will not transport individuals detained by federal agencies for the purpose of deportation, except in accordance with judicial orders. Provides that if the attestations are false or become false, contractors are disqualified from contracting with the state agency for a specified period, and grant recipients must repay the grant moneys to the state. Declares an emergency, effective on passage.
Expands the rural health care income tax credit to include pharmacist services performed in rural communities. Directs the Office of Rural Health to establish criteria for certifying pharmacists as eligible for the credit. Applies to tax years beginning on or after January 1, 2027. Takes effect on the 91st day following adjournment sine die.
Requires each electric company to develop an inclusive utility investment program to provide financing for customers' energy efficiency upgrades or renewable energy projects. Requires an inclusive utility investment program to provide savings reflected in the reduction in a customer's electricity or energy utility costs. Allows the Public Utility Commission to establish minimum financial savings standards and adopt and provide electric companies with performance incentives.
Establishes statutory definition of "student government" for purposes of public universities in this state. Specifies the powers, rights and duties of such student government. Provides the official name of the student government at each public university. Changes the name of "mandatory incidental fee" to "mandatory student-initiated fee." Modifies provisions related to "mandatory student-initiated fees" at public universities.
Allows counties with a population density of less than 30 people per square mile to rezone up to 50 acres to be divided and developed for residential dwellings of at least five units per acre. Sunsets January 2, 2034. Expands allowed development of accessory dwelling units to farmland with certain existing nonfarm dwellings. Allows the development of larger rural accessory dwelling units.
Directs the Department of State Lands, in consultation with the State Department of Fish and Wildlife, to develop a salmon credit pilot program to encourage the voluntary restoration of salmonid habitat in the Coquille and Coos watershed basins. Establishes the Salmon Credit Trust Fund. Directs the Department of State Lands and the State Department of Fish and Wildlife to consult with the United States Army Corps of Engineers to seek federal approval for a bank instrument and authorization of activities that occur in navigable waters of the United States. Becomes operative on the date that the federal authorization and bank instrument are approved. Provides that the Department of State Lands may not approve a salmon credit project on or after January 1 of the sixth year following federal approval. Takes effect on the 91st day following adjournment sine die.

The Act would make those agencies, no later than 60 days after the date on which the Act becomes law, publish a list of the permits that they issue. Modifies the tax credit allowed for semiconductor research. Creates and amends certain programs offering tax breaks related to advanced manufacturing, enterprise zones and regionally significant industrial sites. Directs certain state agencies to establish deadlines within which the agency intends to process applications for permits and make the deadlines available to the public. Directs certain state agencies to publish a catalog of permits issued by the agency within 60 days after the effective date of the Act. Adds rural reserves in Washington County to Metro to be used for high-technology and advanced manufacturing purposes. Takes effect on the 91st day following adjournment sine die.
