Relating to applications for amendments to a city comprehensive plan.

Permits city to authorize planning commission or hearings officer to conduct hearings and make final decisions on applications for amendments to city comprehensive plan map. Permits person who appeared or participated in proceedings orally or in writing to appeal or petition for review of final decision to city governing body.

Relating to psychotropic medication; and declaring an emergency.

Requires Department of Human Services, in collaboration with other agencies, to adopt rules related to prescription of psychotropic medications to elderly persons and persons with disabilities. Directs department to convene advisory committee to study implementation of rules adopted under Act and report to interim committee of Legislative Assembly related to human services by December 31, 2017. Declares emergency, effective on passage.

Relating to the Oregon Wine Board.

Requires Oregon Wine Board to establish and operate program for wine market access and wine promotion. Provides for Oregon Liquor Control Commission to pay $1.5 million of wine production and distribution tax revenue to board account each year for board use to carry out program.

Relating to Oregon Wounded Warrior parking permits; declaring an emergency.

Directs Department of Transportation to issue Oregon Wounded Warrior parking permits to qualified applicants. Defines "wounded warrior." Permits person issued Oregon Wounded Warrior parking permit or person transporting person issued parking permit to park motor vehicle in any public parking zone restricted as to length of time permitted therein without incurring overtime penalties and to park motor vehicle in any public parking zone with metered parking without being required to pay any parking meter fee. Provides exceptions. Becomes operative January 1, 2018. Declares emergency, effective on passage.
