Rep. Paul Evans

Directs Higher Education Coordinating Commission to establish Oregon work study pilot program to assist post-secondary students. Sunsets program on January 2, 2023. Directs commission to conduct study on post-secondary students' access to basic necessities and submit report to interim committees of Legislative Assembly related to higher education no later than September 15, 2020. Declares emergency, effective July 1, 2019.

Establishes Oregon Public Places Are Safe Places Investment Fund. Continuously appropriates moneys in fund to Office of Emergency Management for implementation of strategies for identifying and developing staging areas for emergency response. Creates advisory committee within office to provide recommendations and advice regarding expenditures from fund.

Allows State Forester to order use of wildfire suppression personnel, equipment and services on any ] federal lands within state borders. Creates exceptions.

Establishes Local Markets Small Business Capital Loan Program to be administered by Oregon Business Development Department for purpose of making interest-only loans to allow businesses with not more than 50 employees to hire new employees. Requires payment of principal plus penalty for failure to hire and retain employees for at least two years. Establishes Local Markets Small Business Capital Loan Fund for purpose of administering loan program. Appropriates moneys to department for purpose of administering loan program and loan fund.

Establishes Oregon Youth Council. Directs council to advise Governor on issues affecting youth, including civic engagement, education and youth violence.

Prescribes requirements for Oregon Deaf and Hard-of-Hearing ] Hard of Hearing Services Program.

Authorizes Environmental Quality Commission to adopt by rule schedule of enhanced civil penalties for violations involving cargo tank motor vehicles of certain environmental laws.

Requires State Fish and Wildlife Commission to adopt certain requirements related to carcasses of returning hatchery fish. Requires State Department of Fish and Wildlife to conduct analysis of return rates of hatchery fish and report results to Legislative Assembly.

Requires Governor to interview at least one candidate from underserved racial, ethnic or minority population when making appointment to Board of Commissioners of Port of Portland.

Provides that registered or certified child care facility is commercial use of property for zoning purposes. Creates income tax credit for lessors of real property leased to certified child care facilities. Creates income tax credit for child care facilities with staff members who earn 18 or more clock hours of training related to child care. Creates income tax credit for child care facilities rated three stars or higher with quality rating and improvement system. Applies to tax years beginning on or after January 1, 2020, and before January 1, 2026. Takes effect on 91st day following adjournment sine die.
