Allows a person to continue to qualify for the Oregon Promise program if, after being awarded a grant, the person enters into service with any career and technical student organization approved by the Department of Education before attending community college. Applies to all persons who received grants for community college courses enrolled in during the 2024-2025 academic year or later. Declares an emergency, effective on passage.

Creates the crime of unlawful creation, possession, distribution or purchase of an explicit digital forgery in the first degree. Punishes by a maximum of five years' imprisonment, $125,000 fine, or both. Creates the crime of unlawful creation, possession, distribution or purchase of an explicit digital forgery in the second degree. Punishes by a maximum of 364 days' imprisonment, $6,250 fine, or both.

Prohibits the Teacher Standards and Practices Commission from collecting a late application fee for the renewal or reinstatement of a substitute teaching license. Takes effect on July 1, 2026.

Directs the Water Resources Department to study topics related to the Winchester Dam. Directs the department to submit a report on the study to the interim committees of the Legislative Assembly related to natural resources not later than September 15, 2026.

Limits pretrial release of defendants charged with a felony or Class A misdemeanor to security release. Requires the Oregon Department of Administrative Services to reimburse counties for the costs of pretrial incarceration of persons charged with felonies. Appropriates moneys to the department for the reimbursement.

Proposes an amendment to the Oregon Constitution to create the County Review Board, consisting of one representative from each county in this state. Directs the board to meet after each session of the Legislative Assembly to review each legislative Act enacted at the session that is related to land use, natural resources or forestry. Provides that if 20 or more board representatives vote in favor of cancelling an Act, the Act is thereafter null and void. Prohibits the board from considering an Act related to the budget or to taxes or taxation. Refers the proposed amendment to the people for their approval or rejection at the next regular general election.

Applies to cities that have a population of 50,000 or less. Reduces the number of hours that notice must be posted before removing homeless individuals from an established camping site. Provides circumstances in which property left at an established camping site after the notice period shall be disposed of or collected. Declares an emergency, effective on passage.

Provides that compensation for loss or injury to livestock or working dogs under the wolf depredation compensation and financial assistance grant program must be based on certain multipliers of fair market value. Caps compensation at $15,000 per animal. Removes provision authorizing compensation for missing livestock.

Increases the exempt amount and the filing threshold for purposes of the corporate activity tax. Applies to tax years beginning on or after January 1, 2026. Takes effect on the 91st day following adjournment sine die.
