Relating to a tax credit for energy produced using western juniper biomass; prescribing an effective date.

Creates income or corporate excise tax credit for electric utility that purchases electricity produced using a fuel source that is at least 50 percent qualifying western juniper biomass. Applies to tax years beginning on or after January 1, 2024, and before January 1, 2030. Takes effect on 91st day following adjournment sine die.

Relating to school choice.

Removes limitation on percentage of students in school district who may enroll in virtual public charter school not sponsored by school district without first receiving approval from school district. Establishes open enrollment process for school districts to allow students to attend schools in nonresident school district with consent of receiving school district. Directs district school boards to adopt and implement policy that provides for establishment of education savings accounts for students who are considered residents in school district to use for educational expenses.

Requires Department of Human Services to reimburse cost of care provided by specified agencies in amounts sufficient to allow agencies to pay direct support professionals 150 percent of state minimum wage and to cover costs of employer and employee ] contributions for family and medical leave insurance benefits. Relating to the taxation of electric vehicle use; prescribing an effective date; providing for revenue raising that requires approval by a three-fifths majority.

Imposes tax on use by electric vehicles of highways in Oregon measured by miles traveled between registration dates at rate equivalent to gasoline tax owed by motor vehicle getting 30 miles per gallon. Takes effect on 91st day following adjournment sine die.
