Rep. Virgle Osborne

Creates income or corporate excise tax credit for electric utility that purchases electricity produced using a fuel source that is at least 50 percent qualifying western juniper biomass. Applies to tax years beginning on or after January 1, 2024, and before January 1, 2030. Takes effect on 91st day following adjournment sine die.

Prohibits tolling on state highways until January 2, 2026. Provides exception for Interstate 5 bridges that cross Columbia River. Establishes Task Force on Tolling. Sunsets task force on December 31, 2027. Declares emergency, effective on passage.

Removes limitation on percentage of students in school district who may enroll in virtual public charter school not sponsored by school district without first receiving approval from school district. Establishes open enrollment process for school districts to allow students to attend schools in nonresident school district with consent of receiving school district. Directs district school boards to adopt and implement policy that provides for establishment of education savings accounts for students who are considered residents in school district to use for educational expenses.

Directs Oregon Department of Emergency Management to develop and implement program to award grants for fairgrounds used as emergency evacuation sites. Takes effect on 91st day following adjournment sine die.

Establishes Oregon Desalination Authority. Directs authority to study development and maintenance of desalination facilities in state. ] Establishes Task Force on Desalination. Directs task force to study creation of statewide desalination program. Requires task force to report to interim committee of Legislative Assembly no later than September 15, 2024. Sunsets task force on December 31, 2024. Takes effect on 91st day following adjournment sine die.

Requires Department of Human Services to reimburse cost of care provided by specified agencies in amounts sufficient to allow agencies to pay direct support professionals 150 percent of state minimum wage and to cover costs of employer and employee ] contributions for family and medical leave insurance benefits. Declares emergency, effective on passage.

Requires Oregon Liquor and Cannabis Commission to study options available for use of marijuana tax revenues for funding law enforcement programs directed at cannabis-related offenses. Directs commission to submit findings to interim committees of Legislative Assembly related to revenue not later than September 15, 2024.

Imposes tax on use by electric vehicles of highways in Oregon measured by miles traveled between registration dates at rate equivalent to gasoline tax owed by motor vehicle getting 30 miles per gallon. Takes effect on 91st day following adjournment sine die.

Requires State Forestry Department to establish by rule pilot grant program for purpose of managing wildfire risk by certain methods. Sunsets grant program on June 30, 2025. Appropriates moneys to department out of General Fund for purpose of funding grant program. Takes effect on 91st day following adjournment sine die.

Establishes certain additional requirements concerning projects under Good Neighbor Authority Agreement.
