Prohibits the amount of tuition that is waived for qualified students from being reduced by the amount of specified student aid received by the qualified students.

Exempts from property taxes personal property used by a business to generate or store energy for consumption by the business on its premises. Provides that the exemption does not apply to the personal property of utility businesses. Exempts from property taxes property installed at a residence to generate or store energy for consumption at the residence. Takes effect on the 91st day following adjournment sine die.
Repeals the requirement that there be a licensed repository for the disposal of high-level radioactive waste before a site certificate for a nuclear-fueled thermal power plant may be issued. Repeals the requirement that a proposed site certificate for a nuclear-fueled thermal power plant be submitted to the electors of this state for their approval or rejection. Refers the Act to the people for their approval or rejection at the next regular general election.
Provides that a person who receives a finding under the wolf depredation compensation and financial assistance grant program may appeal the finding to a county advisory committee.
Requires a commercial entity that engages in the business of publishing or distributing sexual material harmful to minors to verify the ages of individuals to whom the commercial entity distributes or makes available the sexual material harmful to minors. Specifies reasonable methods for age verification and requires a person that verifies ages to destroy or delete information that could identify an individual or the individual's address or that could disclose other personal information about the individual. Imposes liability in an amount not to exceed $5,000 for failure to comply with the age verification requirement if the failure results in exposing an individual under the age of 18 years to sexual material harmful to minors. Imposes liability in an amount not to exceed the greater of a plaintiff's actual damages or $5,000 for failure to destroy or delete information used in age verification.
Provides that members of the Legislative Assembly and legislative branch employees who have a valid concealed handgun license have an affirmative defense to a charge of possessing a firearm within the Capitol, and may not be arrested or charged for the offense while in possession of the license.
Requires courts to order the removal of trespassers from a residence upon a sworn declaration from an owner or their agent. Requires law enforcement to execute the order. Provides for statutory damages for individuals harmed by wrongful use of the process.
Prohibits a public utility from increasing the public utility's rates or schedules of rates if the public utility has, for a period of three or more years, outstanding or contingent liabilities arising out of wildfire-related litigation. Takes effect on the 91st day following adjournment sine die.

Creates an Oregon personal income tax subtraction for overtime pay received by a taxpayer during the tax year. Applies to tax years beginning on or after January 1, 2026, and before January 1, 2032. Takes effect on the 91st day following adjournment sine die.
