Describes the ways in which an employer may satisfy the requirement. Establishes specifications for the contents of the written explanation. Requires employers to review and update the information provided in the written explanation by January 1 of each year. Authorizes the Commissioner of the Bureau of Labor and Industries to impose civil penalties for violations of the requirements. Directs the Bureau of Labor and Industries to develop and make available to employers a model written guidance document in English and in Spanish and, if requested, in other languages, to the extent practicable.
