Directs office to grant access to database to relevant state agencies and local law enforcement and emergency service providers. Declares emergency, effective on passage.
Provides that, for five school years, calculations of weighted average daily membership made for purposes of distributions of state moneys to school districts may not be decreased for school districts impacted by wildfires in 2020. ] Directs Department of Education to award grants to wildfire-impacted school districts in amounts to cover any decreases in State School Fund distributions and Student Investment Account distributions resulting from decreases in average daily membership, as compared to 2019-2020 school year, that are caused by wildfires. Sunsets on July 1, 2025. Establishes School Stabilization Subaccount for Wildfire-impacted School Districts for purpose of awarding grants. Declares emergency, effective on passage ] July 1, 2021 .

Modifies authority of Advisory Council on Child Abuse Assessment to deposit contributions to Child Abuse Multidisciplinary Intervention Account and Child Abuse Assessment Account. Requires that declarations and extensions of states of emergency under certain statutes be accompanied by written explanations. Establishes durational limits for states of emergency declared under certain statutes. Provides that certain extensions of states of emergency may be made only if Governor first convenes Legislative Assembly. Provides that emergency rules and orders expire upon termination of state of emergency. Provides that, after termination of state of emergency, Governor may not declare another state of emergency for same purpose unless so authorized by Legislative Assembly. Takes effect on 91st day following adjournment sine die.
Requires health care practitioner to exercise proper degree of care to preserve health and life of child born alive after abortion or attempted abortion. Requires health care practitioner to ensure child born alive is transported to hospital. Creates crime for failure to exercise proper standard of care, punishable by maximum of five years' imprisonment, $125,000 fine, or both. Allows specified person to bring civil action for damages and equitable relief against health care practitioner for failure to exercise proper standard of care. Directs court to award attorney fees to prevailing plaintiff. Allows court to order identity or personally identifiable information of specified person protected from disclosure.
Establishes Rural System Development Charges Program within Housing and Community Services Department to pay system development charges for rural affordable multifamily housing.
