Requires cities to amend urban growth boundary yearly to expand in proportion to their most recent estimated population growth.

Prohibits abortion unless physician has first determined probable post-fertilization age of unborn child, except in case of medical emergency. Prohibits abortion of unborn child with probable post-fertilization age of 20 or more weeks, except in case of medical emergency. Requires physician who performs or induces, or attempts to perform or induce, abortion to file report, within 30 days, with Oregon Health Authority. Requires authority to publish annually statistics relating to abortion.
Appropriates moneys from General Fund to Higher Education Coordinating Commission for distribution to community colleges and community college service districts for various purposes.
Requires at least 50 percent of total annual amount of all civil penalties imposed by Environmental Quality Commission or Department of Environmental Quality for violations of water quality rules or standards to be deposited in Waterway Enhancement Fund. Establishes Waterway Enhancement Fund. Requires moneys in fund to be used for removal and disposal of debris in waterways. Directs commission to adopt rules to implement provisions of Act.
Allows State Forester to order use of wildfire suppression personnel, equipment and services on any ] federal lands within state borders. Creates exceptions.
Proposes amendment to Oregon Constitution to allow accused person to waive trial by jury with state agreement and trial judge approval. Refers proposed amendment to people for their approval or rejection at next regular general election.
Provides that hours worked by school marshal providing security in school do not count for purposes of limitations on reemployment of retired member of Public Employees Retirement System.
Exempts health care sharing ministries from Insurance Code. Takes effect on 91st day following adjournment sine die.
Establishes Statewide School Safety and Prevention System. Specifies functions of system. Declares emergency, effective July 1, 2019.
