Allows certain planned communities to deposit their funds into local government investment pool managed by State Treasurer. Becomes operative on effective date of rules adopted by State Treasurer or January 1, 2026, whichever is earlier.
Requires Department of Human Services to complete investigations regarding applications for certificates to operate foster homes for care of children under 21 years of age no later than 120 days after department receives application. Requires Oregon Youth Authority to complete investigations regarding applications for certificates to operate foster homes for youth offenders no later than 120 days after youth authority receives application.
Requires health care practitioner to exercise proper degree of care to preserve health and life of child born alive after abortion or attempted abortion. Requires health care practitioner to ensure child born alive is transported to hospital. Creates crime for failure to exercise proper standard of care, punishable by maximum of five years' imprisonment, $125,000 fine, or both. Allows specified person to bring civil action for damages and equitable relief against health care practitioner for failure to exercise proper standard of care. Directs court to award attorney fees to prevailing plaintiff. Allows court to order identity or personally identifiable information of specified person protected from disclosure.
Provides that county prohibition, restriction, limitation or regulation of certain open burning applies throughout county unless county court or board of county commissioners expressly states otherwise. Prohibits rural fire protection district or city that is subject to county prohibition, restriction, limitation or regulation on open burning from administering or enforcing less strict prohibition, restriction, limitation or regulation. Requires person to secure permit before initiating or maintaining open burning. Makes failure to secure required permit from district or city violation punishable by maximum of $250 fine. Reduces penalty for failure to secure required permit from county to be violation punishable by maximum of $250 fine. Makes violation of county prohibition, restriction, limitation or regulation of open burning punishable by maximum of $250 fine. Makes provisions regarding rural fire protection districts and cities operative January 1, 2021.
Requires that certain prescription drugs, including those prescribed by veterinarians, must be reported to prescription monitoring program. Requires pharmacies located in institutions operated, controlled, managed and supervised by Oregon Health Authority and Department of Corrections to report specified prescriptions to prescription monitoring program. Requires Oregon Health Authority to disclose prescribing history information to practitioner for purpose of practitioner's self-evaluation and to health professional regulatory board for purpose of evaluating practitioners regulated by board. Directs health professional regulatory board to require practitioners to register with prescription monitoring program. Requires authority to meet specified objectives to increase effectiveness of prescription monitoring program and to report to interim committee of Legislative Assembly related to health care not later than December 31, 2020. Takes effect on 91st day following adjournment sine die.
Provides that local government laws, including land use regulations, do not apply to siting of armories by Oregon Military Department. Declares emergency, effective on passage.
Creates credit against income taxes for amounts paid by veteran as principal or interest on qualified education loans. Applies to tax years beginning on or after January 1, 2019, and before January 1, 2025. Takes effect on 91st day following adjournment sine die.
Creates income tax credit for taxpayers that provide apprenticeship opportunities. Applies to tax years beginning on or after January 1, 2020, and before January 1, 2026. Takes effect on 91st day following adjournment sine die.
Establishes Council on Efficient Government. Provides that council shall produce report on functions and activities of state government, receive and review complaints regarding competition between state government and private sector, report on such complaints, make recommendations to resolve such complaints, and assist state agencies in developing business cases for privatization initiatives. Provides that Legislative Policy and Research Director shall provide staff support to council. Takes effect on 91st day following adjournment sine die.
