Requires district school board or higher education governing board that adopts policy limiting possession of firearms by concealed handgun licensees on school grounds to install metal detectors at entrances to buildings subject to policy.

Prohibits school district from providing health care services if parent withholds consent or declines specified health care service. Requires parental consent before administering specified questionnaire or health screening form. Directs State Board of Education to adopt procedure for parents to report concerns regarding school district's implementation of requirements.
