Repeals the requirement that there be a licensed repository for the disposal of high-level radioactive waste before a site certificate for a nuclear-fueled thermal power plant may be issued. Repeals the requirement that a proposed site certificate for a nuclear-fueled thermal power plant be submitted to the electors of this state for their approval or rejection. Refers the Act to the people for their approval or rejection at the next regular general election.

Increases the amount of income tax credit allowed to rural medical providers. Removes the eligibility limitation based on the adjusted gross income of the medical provider. Applies to tax years beginning on or after January 1, 2025. Takes effect on the 91st day following adjournment sine die.

Directs the Oregon Business Development Department to enter into an agreement with a nonprofit organization or local government association to serve as a statewide rural community resource center. Requires the center to provide technical assistance to rural jurisdictions to assist them with developing and submitting proposals for public and private awards and to manage funds that are awarded as a result. Declares an emergency, effective on passage.

Appropriates moneys from the General Fund to the Oregon Department of Administrative Services for distribution to the Union County Fair Association for the purpose of water and sewer improvements to the Union County Fairgrounds.

] Removes the requirement that the amount of net proceeds from the Oregon State Lottery allocated to the County Fair Account not exceed $1.53 million annually and adjusts the percentage of net lottery proceeds allocated to the County Fair Account . [ Requires the Oregon Business Development Department to prepare and report a master plan for county fairground capital construction. Specifies content and procedural requirements for the report. ] [ Appropriates moneys to the department out of the General Fund for consultant services related to the report. ] Declares an emergency, effective on passage.

Sets maximum matching fund requirements for state grants to small incorporated cities for capital construction and municipal infrastructure. Takes effect on the 91st day following adjournment sine die.

] [ Requires the Oregon Health Authority to study the cost of community mental health programs. Directs the authority to submit findings to the interim committees of the Legislative Assembly related to health not later than September 15, 2026. ] [ Sunsets on January 2, 2027. ] Appropriates moneys from the General Fund to the Oregon Health Authority for distribution to community mental health programs. Declares an emergency, effective on passage.

] [ Requires public bodies that procure electric vehicles and solar photovoltaic energy systems to receive before entering a contract for the electric vehicle or solar photovoltaic energy system a certification from the manufacturer, distributor, vendor or supplier that the production, assembly, transportation or sale of the electric vehicle or solar photovoltaic energy system did not use or involve forced labor or oppressive child labor. Requires probative evidence to accompany the certification. ] [ Provides that a person that supplies a certification that is false, materially misleading, illegitimate, untruthful, forged or substantially inaccurate is liable for a civil penalty of not more than $10,000 or half of the price the public body paid for the electric vehicle or solar photovoltaic energy system. Subjects the public body to similar penalties for knowingly or intentionally accepting a certification that the public body knows is false, materially misleading, illegitimate, untruthful, forged or substantially inaccurate. ] [ Takes effect on the 91st day following adjournment sine die. ] Establishes the Task Force on Ethical Procurement with 11 members appointed by the President of the Senate, the Speaker of the House of Representatives and the Governor. Requires the task force to devise methods for verifying the identities of manufacturers, distributors, vendors or suppliers of products that public bodies procure in this state and ensuring that the public bodies do not procure products for which production, assembly, transportation or sale used or involved forced labor or oppressive child labor. Specifies methods by which the task force may carry out the task force's purpose. Sunsets on December 31, 2026. Declares an emergency, effective on passage.

Expands the definition of "debilitating medical condition" for the medical use of marijuana. Requires an organization or residential facility that is designated as an additional caregiver for a medical marijuana cardholder to create and maintain a written policy and provide education to staff regarding the medical use of marijuana. Exempts hospitals and hospital-affiliated clinics from the requirements. Requires an organization or residential facility to create the written policy not later than June 30, 2026, and make education available to staff not later than December 31, 2026. Protects an organization or residential facility and its employees and contractors from certain criminal liability related to the medical use of marijuana. Prohibits the Oregon State Board of Nursing from taking disciplinary action against a nurse for discussing the medical use of marijuana with a patient. Takes effect on the 91st day following adjournment sine die.

] [ Requires the Oregon Business Development Department to study economic development in Oregon. Directs the department to submit a report of the study to the Legislative Assembly no later than September 15, 2026. ] Appropriates moneys for distribution to the Oregon Coast Visitors Association to be used to replicate the success of the 100% Fish Project of the Iceland Ocean Cluster in utilizing fish for nonfood product manufacturing.
