Requires the Attorney General to adopt and maintain a list of foreign adversaries who are ineligible to receive conveyances of farm or forest lands. Makes unauthorized conveyances void. Requires the State Department of Agriculture to create and publish an annual report relating to foreign ownership of agricultural lands and to deliver copies of the report to the Governor and to relevant interim committees of the Legislative Assembly. Takes effect on the 91st day following adjournment sine die.

Enacts the interstate Counseling Compact. Allows the Oregon Board of Licensed Professional Counselors and Therapists to disclose specified information to the Counseling Compact Commission. Exempts individuals authorized to work as professional counselors under the Compact privilege to practice from the requirement to obtain a license from the board. Limits the applicability of certain administrative rules relating to the siting, permitting or location of agricultural labor housing in connection with a livestock operation. Prohibits the Director of the Department of Consumer and Business Services from retroactively enforcing the rules with respect to certain agricultural housing unless there exists an immediate hazard to the health and safety of agricultural workers occupying the housing. Prohibits the director from adopting rules that require the relocation, modification or demolition of certain agricultural labor housing to comply with certain rules adopted on or after the effective date of this Act. Declares an emergency, effective on passage.
